MINUTES <br />City Council <br />April 23, 1986 <br />Tree Mrs. Scalze introduced the following resolution and moved its adoption: <br />Inspector's RESOLUTION N0. 86-4-159 - SETTING <br />Salary THE SALARY OF THE TREE IDISPECTOR AT <br />Agenda $10.00 PER HOUR FOR 1986 <br />Item No. 10 <br />The foregoing resolution was duly seconded by Mr. Fahey. <br />Ayes (5) Scalze, Fahey, Nardini, Blesener, Collova. <br />~lays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 13, Page 162. <br />Tax The Planner submitted to the Council a Preliminary ~evelopment <br />Increment District Plan on Tax Increment Financing. The Planner reported <br />Financing that the next step vaould be to have the Planning Commission comment <br />on this document. <br />Agenda <br />Item No. 11 Fahey pointed out that the Planning Commission has recommended <br />that District 7 be eliminated. <br />Blesener reported that Bill Davison did not feel that residential <br />property should be included as the City has no intent of rezoning <br />the property. <br />Fahey pointed out that the property is surrounded by the freeway <br />and commercial development in the City of P1aplewood. However, <br />the Comprehensive Plan shows this property as R-l. <br />Scalze stated that the property could always be added back into <br />the plan if the City desired. <br />The Planner stated that housing is a legitimate use of tax increment <br />financing. <br />Blesener indicated that the Planning Commission did not feel that <br />tax increment financing should be used for residential development. <br />Blesener asked if the City was including too much property in the <br />plan. <br />The Planner clid not think so. The Planner pointed out that the <br />City is not obligated to approve a tax increment project. <br />It was the concensus of the Council to send the Preliminary <br />Development District Plan to the Planning Commission for comment <br />with District 7 included. <br />P4r.
