MINUTES <br />City Council <br />May 14, 1986 <br />Bingo Finnerty reported that P4r. Adams is a lobbyist of the State Legislature <br />(Cont.) for the Greater St. Paul Charitable Gambling Association. <br />There was concern expressed that Mr. Adams approached St. John's <br />Church on this venture. <br />Mr. Finnerty reported that he recently spoke with Mr. Adams and <br />determined that he heard that St. John's was considering making <br />application to join in this bingo venture. Mr. Adams then went <br />over to St. John's and spoke at a Parish Council meeting about it. <br />No one from the group asked P~r. Adams to approach St. John's nor <br />is Mr. Adams affiliated with this group. <br />Mr. Fahey reported that he is concerned about having any organization <br />involved that has a reputation for being non-cooperative with either <br />the State or the City in which they operate. Fahey stated that there <br />is enough controversy around the Front Avenue Senior Boosters Club <br />that he is not in a position at this time to approve their involvement <br />in the bingo venture proposed in Little Canada. Fahey stated that <br />at the time these problems are resolved with the City of St. Paul's <br />licensing inspector and St. Paul itself, he would reconsider. <br />However, Fahey also pointed out that the other charities involved <br />are either active in the City of Little Canada or benefit Little <br />Canada in some way, while Front Avenue Senior Boosters does not. <br />Mr. Finnerty reported that the charities are agreeable to an expansion <br />of their Board in order that a Councilperson could serve on the <br />Board. Finnerty and the charities felt that this would help resolve <br />Council concerns. <br />Fahey felt that this was an excellent suggestion, but he was still <br />not prepared to welcome Front Avenue Senior Boosters until their <br />problems with the City of St. Paul are corrected. <br />Scalze agreed and pointed out that the other charities do benefit <br />the City. Scalze did not see this benefit to the City through Front <br />Avenue Senior Boosters. <br />Mr. Blesener stated that he is not in favor of the bingo venture, <br />but if it goes at all he would like to see it start out slower and <br />only with organizations that are well established in the City and <br />have good reputations. <br />Fahey pointed out that at this point there are three Councilpersons <br />who have indicated that they are not in favor of the involvement <br />of Front Avenue Senior Boosters. <br />Mr. Collova agreed with Fahey, Blesener and Scalze, and indicated <br />that once this matter is resolved and the City Council gets some <br />answers from the City of St. Paul, he would reconsider his position <br />on the Front Avenue Senior Boosters. <br />Page -15- <br />
