MINUTES <br />City Council <br />May 14, 1986 <br />Bingo was called due to timing constraints the various charities are under <br />(Cont.) in regard to the State's action on their application. <br />Fahey suggested that the matter be discussed tonight and if there <br />are any questions the charities cannot answer tonight, they can be <br />prepared to do so at the meeting on May 20. <br />Mrs. Scalze was concerned that this request is not being handled <br />like the req~aest of any other developer in that the Council would <br />review the request at the second meeting of the month after the <br />Planning Commission reviewed it. <br />Fahey pointed out that special meetings have been called for other <br />developers to try to accommodate their schedules in trying to get <br />bond monies. Fahey pointed out that as Mayor it is his prerogative <br />to call special meetings and the majority of the Council did not <br />object. <br />Fahey pointed out that there have been a lot of questions raised <br />with regard to bingo and this would be a good opportunity to <br />address them. <br />Fahey pointed out that the Council just sat through the Planning <br />Commission's meeting on this topic with regard to parking. <br />P~rs. Scalze asked how many parking spaces were being provided. <br />The Planner replied that Exhibit A provided 215 spaces and Exhibit <br />B, which is currently being proposed, provides 274 spaces. <br />Ray P4assman, representing the Lions Club, presented the Council <br />with a lay-out of tables as being proposed for the bingo hall. <br />105 36-inch by-96 inch tables are proposed and will seat four <br />people at each table. Seating will be on one side of the table, <br />facing the bingo caller. Under this seating arrangement, the <br />building has a capacity of 420. <br />Mrs. Scalze asked if the parking was adequate for 420 people. <br />The Planner replied that 274 parking spaces are more than adequate <br />and 238 spaces would be the requirement. <br />Mrs. Scalze pointed out that there is no bus parking shown in the <br />274 spaces. <br />Mr. Short, owner of the building, reported that bus parking could <br />occur on the Graebel Moving site after 4:30 P.M. Also, there is <br />additional parking on the west side of the building after 3:30 P.M. <br />It was pointed out that bingo sessions are planned each day as <br />follows: ~ P.M. to 3 P.M.; 3:15 P.M. to 5:15 P.M.; 7 P.M. to 9 P.M.; <br />and 9:15 P.M. to 11:15 P.M. <br />Page -9- <br />
