MINUTES <br />City Council <br />July 23, 1986 <br />I-P Hansing reported that a year or so ago, Mr. Kelly approached the <br />District Planning Commission about medium-density housing for his property <br />(Cont.) and this proposal did not get a good reception. <br />Hansing felt that an industrial park can make a good neighbor <br />to a residential area and pointed out that people in the park <br />are usually present when homeowners are at work. Noise, site <br />and traffic pollution can be dealt with. <br />Hansing felt that the first 1/4 to 1/3 of the property along <br />DeSoto off County Road D would probably not qualify for FHA <br />financing for residential development. <br />Hansing further pointed out that to rezone Mr. Kelly's property <br />would constitute a taking and estimated the loss in value could <br />be $300,000. <br />Doug Wilson, DeSoto Avenue, stated that he has property on the <br />east side of DeSoto that he cannot sell as there is no road to <br />the property. Wilson stated that he was in favor of the road <br />being developed, but does not want industrial traffic on the <br />road. <br />Cliff 6Jickmann, DeSoto Avenue, indicated that there is a natural <br />buffer from his property on the west side of DeSoto. There is a <br />grove of trees in this area which lJickman hoped would remain. <br />Mr. Pete Costa, property owner on the east side of DeSotq stated <br />that he had no desire to see DeSoto Street improved. Costa <br />suggested that the property not be rezoned on the west of DeSoto <br />and that the City would be better off waiting to see what type <br />of development is proposed for the area. <br />Dave Frattalone, property owner in the area, agreed with the <br />comments of Mr. Fasciana. <br />Costa also indicated that he felt utilities to the Gardner <br />property should be brought in from Centerville Road. Costa stated <br />that if Mr. Kelly wants to develop his property, he should pay for <br />the utilities to the site. <br />Bob Schafer, Lakeshore Avenue, pointed out that when he brought <br />gas to his property, NSP charged him the full cost, but he was <br />reimbursed as other people connected to the line. Schafer suggested <br />that this method could be used in this instance. <br />Mrs. Bibeau stated that she agreed with the comments of Mr. <br />Fasciana and felt that those developers wanting utilities to their <br />properties should pay for them. <br />Page -9- <br />
