No. Fahey suggested that if there are a lot of properties in the area <br />87-1 (Cont.) that want to add on, perhaps the answer is to use tax increment <br />financing for bringing in the road and utilities. <br />Deeb again questioned the necessity for the road and other utilities. <br />Fahey pointed out that the City wants to resolve the road issue so <br />that Cellular One can proceed with its tower. Fahey stated that he <br />is opposed to any building permits for the area unless the road is <br />improved. Fahey stated that tax increment financing could be a tool <br />to alleviate some of the cost burden to the property owners. <br />Mr. Zilge asked if the property owners could work with the City <br />Engineer on the matter. Fahey agreed and suggested that they <br />also work with the Planner on the issue of tax increment financing. <br />Zilge asked if a plan was developed, but not improved until next <br />year sometime, if the property owners could get a building permit <br />in the meantime. <br />Fahey stated that he would not be in favor of this and pointed out <br />that R& S has a permit that is conditional on road access to the <br />area. <br />Blesener siaggested that perhaps the property owners could put up <br />a bond for road construction, and then building permits could be <br />issued. <br />Scalze pointed out that $55,000 of the cost of the proposed <br />improvements is for easement costs alone. <br />Fahey suggested that building permits could be issued if the property <br />owner waived the right to object to future improvements in the area. <br />Fahey also pointed out that if a developer purchases the Gervais <br />property, the City might be able to acquire easements as part of <br />a development proposal. <br />Scalze pointed out that a developer could obtain sewer and ~~ater <br />for the Gervais property from South Owasso, without having to run <br />these utilities into the property. <br />The Engineer was asked if utilities could be brought across the <br />Water Works property from Ryan Industrial Park. The Engineer <br />replied that it would be very expensive to do so. <br />Fahey stated that he would be in favor of the road being brought <br />to the Donovan property and a temporary cul-de-sac installed <br />at the southern property line. However, Fahey stated that he <br />was not willing to address the issue of additions for existing <br />buil~ings in the area without road access to all the properties <br />as well as the issue of sanitary sewer and water and storm sewer <br />being addressed. <br />Page -10- <br />
