MINUTES <br />City Council <br />Dec. 23, 1986 <br />Imp. No. Blesener felt that there needed to be a work session between the <br />87-1 (Cont.) property owners and the Engineer and Planner and that tax increment <br />financing needed to be researched as well. Blesener agreed that <br />a road to the Donovan property would resolve the road issue as <br />far as Cellular One's proposal was involved. <br />Fahey suggested that the property owners come up with a formula for <br />sharing the cost of the short section of road to the Donovan property. <br />Deeb suggested that the Council look into extending the road to his <br />property so that he might obtain a building permit. <br />Fahey pointed out that there would not be adequate sanitary sewer or <br />water to the Deeb property. <br />Blesener pointed out that Cellular One does not need water or sewer. <br />Mr. Warren Spannus, representing Cellular One, asked the cost of <br />putting in the short-section of road. <br />The Engineer estimated the cost at $24,000. <br />Zilge asked if building permits would be issued if a gravel road were <br />put in. <br />Fahey pointed out that this would not be fair to other developers in <br />the City who are required to put in roads and utilities. <br />Scalze pointed out that back in 1984 the City instructed the Attorney <br />to obtain road easements from the McGough property and request <br />McGough to move a fence that is located within the right-of-way. This <br />fence has not been moved. Scalze pointed out that the conditional use <br />permit issued R& S is contingent upon a gravel road in this area. <br />Mr. McGough reported that they did give the City the necessary road <br />easements, however did not move the fence. McGough reported that <br />they are willing to move the fence. McGough reported that no one <br />talked to his firm about installing a gravel road. McGough questioned <br />whether such a road would even be passable for emergency vehicles. <br />Fahey stated that at this point he would like an improved road and <br />not a gravel road. Fahey pointed out that the City cannot allow <br />gravel in this area, and required improved roads in other areas. <br />Fahey felt that the issue of sewer and water could be addressed with <br />tax increment financing. <br />Deeb pointed out that the Council is trying to work out a solution <br />to satisfy someone who is not even a propertyowner in the area nor <br />is paying taxes. <br />Fahey pointed out that Cellular One could place its facility on <br />top of the City's water tower and build a small building on the <br />City's property. <br />Page -11- <br />
