P9INUTES <br />City Council <br />Dec. 23, 1986 <br />Imp. No. Mr. Spannus pointed out that Cellular One has been neo,otiating <br />87-1 (Cont.) with Mr. Donovan and has formulated plans. Spannus reported that <br />the tower is most feasible on the Donovan property, and to switch <br />plans at this point would be impractical. Spannus reported that <br />Cellular One is willing to pay a larqe share of putting the road in. <br />Max Thompson reported that Cellular One has spent in excess of $13,000 <br />in engineering costs and has purchased a tower, which it would like <br />to use. <br />Mr. Thompson pointed out that Cellular One is an essential service <br />or utility and therefore, felt that the unfairness of the situation <br />is diminished. Thompson pointed out that Mr. Donovan would not <br />benefit by a road to the edge of his property, and only Cellular <br />One would be allowed to develop. Donovan only benefits by having <br />a utility in his backyard. <br />Fahey pointed out that a couple of years ago the City was only <br />concerned with the road issue, and now is talking about utilities <br />as well. Fahey suggested that perhaps the Council's concern should <br />be limited to the road. <br />Engineer stated that if the road were put to the edge of the Donovan <br />property, the City's normal policy would call for the assessments <br />to be against the Donovan property as the A. C. Black property has <br />already been assessed for South Owasso Blvd. <br />Fuel Economy questioned the need for the road across the McGough <br />property. <br />Fahey agreed he was not sure if this section of road was needed. <br />Fahey suggested that the proposal of sewer and ~uater for the area <br />be tabled until the Gervais property develops. <br />Fahey suggested that the matter be tabled and that the Engineer work <br />with the property owners on a solution, especially with regard to <br />road access to the Deeb property. Fahey suggested that the property <br />owners try to work out a formula for assessing the cost of any <br />improvement in the area. <br />Blesener stated that he would like information on whether the <br />existing drain fields for the businesses in the area can handle <br />future additions to these businesses. <br />Deeb reported that he and Mr. Zilge are only planning to add u~arehouse <br />space. <br />Ms. Nardini introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 86-12-553 - CONTINUING TNE <br />PUBLIC HEARING ON IMPROVEMENT N0. 87-1 <br />UNTIL THE JANUARY 28, 1987 REGULAR COUNCIL <br />MEETING <br />Page -12- <br />
