MINUTES <br />City Council <br />Jan. 14, 1987 <br />Lawcon Mrs. Scalze reported that President Reagan has frozen Federal <br />Funds Lawcon Grant funds. The City currently has a Lawcon Grant <br />Restriction application pending. <br />Agenda Scalze suggested that the City send a letter to its I_egislators <br />Item No. 13 requesting that they work towards the release of these funds. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-1-23 - AUTNORIZING THE <br />CITY CLERK TO fORWARD LETTERS TO REPRESENTATIVE <br />VENTO AND SENATORS DURENBERGER AND DOSCHWITZ <br />REQUESTING THAT THEY URGE THE PRESIDENT TO <br />REMOVE THE RESTRICTIONS HE HAS APPLIED TO <br />FEDERAL LAWCON GRANT MONIES <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Collova, Scalze, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 23. <br />Recreation Mrs. Scalze reported that the Recreation Department has seven <br />Report hockey teams in the St. Paul League, 2 boy's basketball teams <br />in the Maplewood League, 40 children involved in skating, 1 <br />Agenda girl's broomball team in the Roseville League, and 3 gymnastics <br />Item No. 13 classes consistinq of 66 children. There is also 1 girl's <br />basketball in-house program in operation consisting of 4th and 5th <br />grade children. <br />Scalze reported that on February 8 Recreation will be holding <br />the Annual Children's Skating Party. <br />Business The City Attorney reported that he has researched the question of <br />Licenses business licenses. The Attorney reported that the State licenses <br />electrical and plumbing contractors. Currently, the City is also <br />Agenda licensing these contractors and charging a$10 fee. State Law <br />Addition is explicit with regard to the licensing of these contractors, <br />and says that anyone licensing these contractors other than <br />the State cannot collect a licensing fee. <br />The Attorney suggested that if the City is going to require the <br />registration of these contractors, it should change its ordinance <br />slightly to remove the requirement of the licensing fee for State- <br />licensed contractors. The City could declare that failure to <br />license without a fee would be attempted to be enforced as a <br />misdeamnor. <br />Page -14- <br />
