MINUTES <br />City Council <br />Feb. 11, 19II7 <br />Dingo Fahey stated that the Council would still like membership lists <br />(Cont.) for each charity for the past three years. <br />Fahey suggested that after the City Auditor has reviewed all the <br />information requested, either a workshop meeting will be scheduled <br />and the date of this meeting will be communicated to the bingo <br />organization and the general public. <br />LaValle asked if it were feasible for Mr. Babel to serve as accountant <br />for all the charities involved in the bingo hall. <br />Babel replied that it was and reported that he is paid by the <br />Hall Association. Nowever, there has been a change in State Law <br />which will allow for accounting fees to be paid in part by individual <br />charities. Babel also replied that it would be too complex for <br />the various charities involved in Little Canada bingo to each have <br />their own accountant. <br />LaValle asked if Babel handled the checkbooks for the various charities. <br />Babel replied that he did not. <br />Babel also explained the labor pool arrangement the charities have <br />and reported that charities share expenses based on a pro-rata <br />split according to income derived from the bingo operation. <br />Scalze suggested that the Attorney investigate whether it was legal <br />for the charities to have one accountant. <br />LaValle reported that he was informed that it was legal, but not advisable. <br />Mr. LaValle pointed out the excellent report that St. Joseph's <br />Society has submitted on their pull-tab operations at the <br />Venetian Inn and Gordies. LaValle hoped that the charities would <br />submit similar reports that were easy to understand. <br />Babel suggested that he supply the Council with copies of the State <br />reports that the bingo operation is required to supply each month. <br />Scalze stated that it was her understanding that other cities which <br />have bingo operations normally receive copies of these reports. <br />LaValle asked if all the charities were current on the funds they <br />were to receive from the bingo operation. <br />Babel replied that they were. <br />Finnerty explained that one of the reasons the bookkeeping was not <br />in order in the past was pending legislation regarding a business <br />income tax. Finnerty passed out copies of a resolution that was <br />being sent to the President as well as Senate and House regarding <br />this tax. <br />Page -11- <br />
