MINUTES <br />City Council <br />Feb. 11, 1987 <br />Bingo Masman reported that there are six charities involved in the <br />(Cont.) Bingo Organization. A member of each charity serves on a Board <br />of Directors which functions as the Bingo Hall Association. <br />Also, each charity has a bingo manager. Each charity runs their <br />own bingo games and there is the manager present for these games. <br />Masman reported that the Organization has no connection with Mr. <br />Short, who is the owner of the building, which the charities lease. <br />Masman reported that each of the charities rents from the Hall <br />Association. <br />Scalze reported that she would like a copy of the original lease <br />agreement and any revised agreements. <br />Masman replied that the lease agreement that is in existence is <br />the one that was filed with the State. There is no revised agreement, <br />however, there is a dispute between Mr. Short and the Hall Association, <br />as Short believes that the Hall Association should pay for the <br />improvements which the City required be made to the property. There <br />is a meeting scheduled for next Monday, and, hopefully, the matter <br />can be resolved. <br />Fahey asked why people who wish to play pull-tabs are required to <br />pay a $2.00 admission charge. <br />P~asman replied that these people are coming in and taking up a place <br />reserved for a bingo player. This is the reason for the charge, and <br />the charge is paid to the Hall Association. <br />LaValle asked about the $2.00 fee that is given to the Hall <br />Association for each $10.00 package that is sold. <br />Masman replied that $9.00 of each $10.00 fee goes to the charity, <br />and $1.00 goes to the Hall Association. <br />LaValle pointed out that at the last meeting Masman indicated the <br />split at $8.00 and $2.00. <br />Masman apologized and stated that his earlier statement was in error. <br />LaValle asked for an accounting of the number of people at each <br />bingo session as well as monies collected. <br />Masman reported that the accountant has all information up-to-date <br />and submitted a report to the Council showing gross receipts as <br />well as pay-outs and prizes. <br />LaValle asked for a breakdown on the $1.00 fees going to the Hall <br />Association. <br />Masman replied that the accountant could supply this information <br />and reported that these monies go to pay advertising, repairs to <br />the Hall, utilities, maintenance and any other expenses that were <br />Page -7- <br />
