MINUTES <br />City Council <br />Feb. 11, 1987 <br />Bingo not lawful for the charities under State gambling guidelines. <br />(Cont.l <br />Mr. Stan Babel, accountant for the Little Canada Charitable Bingo <br />Organization, reported that Mr. Masman's outline of expenditures <br />for the Hall Association was correct. Babel reported that the <br />Hall Association is a non-profit organization, however, its revenue <br />is subject to 6% sales tax. Qabel estimated that through December <br />of 1986 the Hall Association collected $95,086. <br />Babel also explained that through the Hall Association, the various <br />charities get reduced rent to help in compliance regulations. <br />Babel reported that he has been the accountant since the end of <br />December, and has reconstructed the accounting records since the <br />charities began operating bingo in Little Canada in July. <br />Fahey reported the City's desire to have its Auditor go over the <br />records at the bingo hall and meet with the accountant as well <br />as gambling manager for each charity. <br />LaValle reported that his concerns lie in that he is receiving <br />phone calls expressing concern about the bingo hall, and he would <br />like the ability to answer the questions that are being posed to <br />him. LaValle also reported that he has met with Roger Frank of <br />the State Gambling Board as well as with Mr. Masman of the Lions <br />Club, who gave him some figures for attendance and packages sold. <br />Masman reported that when he spoke to LaValle, his figures were <br />estimates, however, the accountant could give LaValle exact figures. <br />LaValle asked if there was $2,600 in prize money awarded on a <br />given night. <br />Masman replied that the figure fluctuates, however, on the average <br />if bonus amounts are not awarded, there is a pay-out of $1,900 each <br />evening. <br />Mr. Dabel reported that 70% of the money collected is awarded as <br />prizes. <br />Fahey requested a report showing the amount of money collected at <br />the door since July, how much of this money goes to the Hall <br />Association and what they spend this money on, as well as the <br />amount of money going to the various charities, less the amount <br />of money going out in prizes. <br />Babel stated that he would be glad to supply this information and <br />pointed out that the report submitted to the Council shows gross <br />revenue dollars through the end of the year for each charity <br />as well as expenses. Babel stated that he will produce a report <br />showing this information for the Hall Association. <br />Page -8- <br />
