MINUTES <br />City Council <br />Feb. 25, 1987 <br />Zoning <br />Revision <br />Nearing <br />(Cont.) <br />False <br />Alarm <br />Ordinance <br />Agenda <br />Item No. 10 <br />RESOLUTION N0. 87-2-79 - SETTING A <br />HEARING FOR MARCH 25, 1987 TO CONSIDER <br />ZONING REVISIONS AS PRESENTED BY THE <br />CITY PLANNER <br />The foregoing resolution was duly seconded by Mr. Blesener. <br />Ayes (5) Scalze, Blesener, Collova, LaValle, Fahey. <br />Nays (01. <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 84. <br />LaVa17e questioned including bingo under the definition of commercial <br />recreation. LaValle pointed out that this matter is being addressed <br />in the Legislature. <br />The City Clerk felt that reference to commercial in this case <br />meant the zoning district. <br />Council pointed out that there are instances where bingo is held <br />in Public Districts. <br />The City Attorney presented to the Council for approval a proposed <br />ordinance regarding false alarms. The Attorney reported that <br />Section 816.040 A has been revised to charge a penalty of $25 for <br />4 through 12 false alarms rather than $50, and Section 816.020 C <br />has been revised to include the Fire Department. <br />Council discussed the penalty for false alarms. LaValle felt that <br />the $50 penalty was too high for residential users. However, in <br />comparing the penalties being charged by other cities, it was the <br />concensus of the Council that the penalty for 4 through 12 false <br />alarms should be $50 per false alarm. Council also discussed the <br />fact of the inconvenience and hazard it is to the City's volunteer <br />Fire Department to be called out on false alarm calls. <br />Mr. Blesener introduced the followin~ ordinance and moved its adoption: <br />ORDINANCE N0. 281 - ADDING CHAPTER 816 <br />TO THE MUNICIPAL CODE OF THE CITY OF <br />LITTLE CANADA REGULATING THE USE OF <br />ALARM SYSTEMS, ESTABLISHING USER FEES, <br />AND PROVIDING PENALTIES FOR FALSE ALARMS <br />WITH THE INCLUSION OF "FIRE DEPARTP4ENT IN <br />SECTION 916.020 C AND A PENALTY OF $50 <br />FOR 4 THROUGH 12 FALSE ALARMS IN SECTION <br />816.040 A <br />Page -10- <br />
