MINUTES <br />City Council <br />Fe6. 25, 1987 <br />1987 Sewer <br />8; Water <br />Budgets <br />(Cont.) <br />has determined that a mobilehome has the equivalent sewer or water <br />use of a single-family home. <br />Blesener pointed out that Glanzer is proposing to charge a mobilehome <br />$11.50 for water availability per quarter, rather than 80% of $11.50 <br />which is currently being charged mobilehomes as well as $29.00 per <br />quarter for sewer rather than 80% of $29.00. <br />LaValle felt that there were a lot of senior citizens living in <br />mobilehomes that do not have the same water and sewer usage as <br />a single-family home. <br />Blesener pointed out that the City offers a senior citizen discount <br />to qualified seniors for sewer charges. <br />LaValle felt that the application process for this discount was <br />cumbersome and felt that all seniors should be offered the discount. <br />fahey felt that there were a lot of senior citizens that were financially <br />well off, and pointed out that there are a lot of young families in the <br />City with less income that are not offered these types of discounts. <br />Fahey asked why senior discounts are not offered on the water <br />availability charge. <br />Glanzer replied that he believed it was offered for sewer charges, as <br />the sewer fund could better afford such discounts than could the water <br />fund. However, Glanzer estimated that there are about 45 seniors in <br />the City taking advantage of the sewer discount and it would cost the <br />City about $2,000 to offer a similar discount on the water availability <br />charge. Glanzer stated that the discount could not be offered for <br />actual water usage, as this is mainly a pass-through cost from the <br />City of St. Paul. <br />Council discussed this and felt that the discount should be offered <br />to qualified seniors on water availability charges. However, LaValle <br />felt the discount should be offered to all senior citizens. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-2-82 - APPROVING THE 1987 <br />WATER BUDGET AS PRESENTED WITN AN INCREASE <br />IN 1987 WATER RATES FROM $1.40 PER THOUSAND <br />GALLONS TO $1.50 PER THOUSAND GALI.ONS, WITH <br />THE $11.50 PER QUARTER SERVICE CHARGE TO <br />REMAIN THE SAME AND WITH A~1 INCREASE IN THE <br />SAC CHARGE FOR TRAILERHOMES BEING SET AT 100% <br />OF ONE SAC UNIT RATHER THAN THE 80% OF ONE SAC <br />UNIT CHARGED IN 1986 AND EXTENDING TO QUALIFIED <br />SENIOR CITIZENS A DISCOUNT ON THE WATER SERVICE <br />CHARGE AS IS DONE WITH THE SEIJER SERVICE CHARGE <br />Page -13- <br />
