MINUTES <br />City Council <br />Feb. 25, 1987 <br />1987 Sewer The foregoing resolution was duly seconded by Mr. Fahey. <br />& Water Ayes (4) Blesener, Fahey, Collova, Scalze. <br />Budgets (Cont.) ~lays (1) LaValle. <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 87. <br />Mr. Glanzer reported that the City experienced a 16 1/2% water loss <br />during 1986. Glanzer reported that it appears that the loss is up <br />in the last quarter of the year when many new watermains were put <br />into operation. Glanzer also reported that he has tested the large <br />meters in the City and estimates that 2 to 4% of the loss was due <br />to these meters. <br />Fahey asked if the large meters coming from the City of St. Paul <br />have been tested. <br />Glanzer replied that these are checked daily and tested every six <br />months, and he feels that they are accurate. <br />Fahey asked what the average water loss for a city is estimated at. <br />Glanzer replied that the average is between 8 and 15%. Last year <br />the City had a loss of 9 1/2%. <br />Glanzer felt that the next two quarters should be reviewed with <br />regard to water loss to try to determine if the increase was due <br />to the new watermains put in service the end of 1986. If not, <br />then Glanzer felt that a consultant should be hired to help the <br />City determine where this loss is occuring. <br />Mr. Fahey suggested that Mr. Blesener report to the Council in <br />April on the water loss for the first quarter of 1987 and the <br />Council will make a decision on whether or not a consultant should <br />be hired at that time. <br />Recess At this point in the meeting, 9:27 P.M., Council took a short recess. <br />The meeting was reconvened at 9:35 P.M. <br />Purchase Mr. Blesener reported that Public Works would like to purchase a <br />Of tripod for use as a safety measure while employees are working <br />Tripod in manholes. Blesener reported that such a devise may become an <br />OSHA requirement in the near future. <br />Agenda <br />Addition Two quotations have been obtained for this device, and the low one <br />was from Viking Safety in the amount of $875. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />Page -14- <br />
