MINUTES <br />CITY COUNCIL <br />JANUARY 8, 2025 <br />PERSONNEL POLICY UPDATE: REMOVE SEASONAL SHIFT DIFFERENTIAL PAY <br />The City Clerk explained that this language has been within the personnel policy for some time and <br />staff is recommending that it be removed. She stated that it has been difficult for employees and staff <br />to track that differential time. She stated that seasonal worker pay has been increased as well and the <br />seasonal staff agree that the differential should be removed. <br />Kwapick asked and received clarification that this would simply remove the 25 cents for the specific <br />hours. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-1-12 — UPDA TING THE PERSONNEL POLICY TO REMO VE <br />SHIFT DIFFERENTIAL PAY FOR SEASONAL EMPLOYEES <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />PERSONNEL POLICY UPDATE: ADD WELLNESS REIMBURSEMENT POLICY <br />The Community Relations Manager stated that this amendment would add a wellness reimbursement <br />program to the personnel policy. She noted previous discussions that the Council and staff had related <br />to difficulties with recruitment and retention of employees. She stated that as the City continues to <br />make strides in becoming an employer of choice, it is important to offer different benefits to <br />employees. She stated that this line item was included, and approved, in the 2025 budget and this is a <br />follow-up to add the new program to the personnel policy. She explained that this would be a taxable <br />benefit that would be reported on W-2s which is explained in the policy along with the process for <br />reimbursement. <br />Miller asked if this was mentioned in the staffing survey that was previously completed. <br />The Community Relations Manager did not believe a benefits analysis was included in the <br />compensation study. <br />The City Administrator stated that a list of possible benefits was discussed with the Council, some of <br />which were supported, and others were not. <br />Mayor Fischer commented that if these programs are utilized they should benefit in 1_owering the <br />healthcare costs and assist in good employee attendance. He asked how this would be promoted to <br />employees and possible recruits. <br />The Community Relations Manager commented that staff will advertise the program in-house and the <br />employee would be responsible for submitting the reimbursement form. <br />The City Administrator stated that the Community Relations Manager started a monthly internal <br />newsletter for staff this past year and this program would be advertised through that platform. <br />7 <br />
