MINUTES <br />City Council <br />March 25, 1987 <br />Liquor LaValle felt that prior to the City's approaching the Legislature, <br />Licenses Mr. Rutzick should attempt to purchase an existing license. <br />(Cont.) <br />Blesener stated that he was not in favor of this because Mr. Rutzick <br />would be forced to purchase the whole business. <br />LaValle suggested that the City should hold a public hearing on <br />this matter to determine the feelings of the residents of the City <br />as well as existing business owners. <br />Fahey pointed out that the liquor license will be an important factor <br />in whether this particular area gets redeveloped or not. Fahey <br />suggested that the City get information from the Planner on how <br />the additional licenses could be restricted to a large restaurant <br />or hotel/motel facility. <br />Blesener pointed out that the City has to act now as the legislative <br />session will be ending soon, or else wait until next year. Blesener <br />also pointed out that the City Attorney has indicated that the City <br />has the prerogative to restrict liquor licenses. <br />Blesener suggested that the City approach the Legislature, and then <br />set up a moratorium on the issuance of any on-sale licenses until <br />it has adopted an ordinance placing restrictions on these licenses. <br />Council felt that it should ask the Legislature for two additional <br />licenses at this time. <br />Mr. LaValle felt that an additional license issued in the City will <br />be a big detriment to the existing businesses in the City, and felt <br />that a public hearing should be held prior to the City approaching <br />the Legislature. <br />Fahey felt that time was a critical factor, and that the City should <br />proceed to try to obtain the licenses. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-3-120 - REQUESTING THE STATE <br />LEGISLATURE TO SPONSOR LEGISLATION AUTHORIZING <br />TWO ADDITIONAL ON-SALE LIQUOR LICENSES FOR THE <br />CITY OF LITTLE CANADA AND REQUESTING THE CITY <br />PLANNER AND CITY ATTORNEY TO PUT TOGETHER A <br />PROPOSAL ALLOWING THE CITY THE DISCRETION TO <br />LIMIT THE ISSUANCE OF THESE ADDITIONAL LICENSES <br />TO LARGE MOTEL/HOTEL FACILITIES OR RESTAURANTS <br />WITH LARGE SEATING CAPACITY OR OTNER BUSINESSES <br />OF HIGH QUALITY, LARGE-SCFlLF DEVELOPMENT <br />The foregoing resolution was duly seconded by Mr. Blesener. <br />Ayes (4) Fahey, Blesener, Scalze, Collova. <br />Nays (1) LaValle. <br />Resolution declared adopted. <br />This resolution appears in Resolution Qook No. 17, Page 131. <br />Page -10- <br />
