P1INUTES <br />City Council <br />March 25, 1987 <br />Bids For the low bid of Ryan Grading & Landscape, Inc. in the amount of <br />Gervais $6,550.00 be awarded. Scalze reported that this improvement was <br />Mill Park not budgeted for and recommended that it be paid for from the <br />(Cont.) Capital Outlay Fund. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />~~Correction RESOLUTION N0. 87-3-119 - APPROVING THE LOW <br />Res. no. BID OF RYAN GRADING & LANDSCAPE, INC. IN THE <br />87-4-131 AMOUNT OF $6,550 FOR SITE IMPROVEMENT <br />CONSTRUr,TION AT GERVAIS MILL PARK WITH PAYMENT <br />FOR THE IMPROVEMENT TO BE MADE FROP9 THE CITY'S <br />CAPITAL OUTLAY FUND~ PAYME1vT UPON COMPLETION oF <br />WORK AND PREVIOUS SUBMISSION OF LIF,N WAIVERS. <br />The foregoing resolution was duly seconded by Mr. Blesener. <br />Ayes (5) Scalze, Blesener, Collova, LaValle, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 130. <br />Request For Mr. Fahey reported that P1r. Sherman Rutzick is contemplating the <br />Additional redevelopment of some property on Rice Street with a shopping <br />Liquor center that would include a large restaurant. Rutzick indicated <br />Licenses that he would need an on-sale liquor license in connection with <br />the restaurant. <br />Agenda <br />Item No. 7a Fahey pointed out that the Council previously discussed approaching <br />the Legislature for additional on-sale licenses and since interest <br />has been expressed in developing a large restaurant in the City, <br />Fahey felt the Legislature should be approached at this time. <br />Scalze questioned how the City could restrict the additional licenses <br />to new businesses in the City of the size and type that the Council <br />is interested in. Scalze pointed out that the City of Blaine has <br />limited their additional on-sale licenses to large restaurants <br />and hotel/motels with restaurants. <br />LaValle pointed out that Mr. Rutzick could approach existing businesses <br />in the City about purchasing their licenses. <br />The City Planner reported that he has worked with the City of New <br />Hope on this issue. in New Hope various classes have been assigned <br />to liquor licenses, for example, so many licenses are issued to <br />restaurants with seating capacity for 50 people or les5, etc. <br />Tha licenses are balanced by classification, <br />Fahey suggested that the City get some guidance from the Planner <br />in this area. <br />Page -9- <br />
