MINUTES <br />City Council <br />March 25, 1987 <br />Zoning Cuneo stated that he believed the revision as written did not accomplish <br />Revisions what he understood the Council's wishes to be with regard to pool halls. <br />(Cont.) Cuneo felt that the revision actually made it easier for a pool hall to <br /> locate within the City, as long as it was located more than 300 feet <br /> from a residential use and had its own exterior access. Cuneo was also <br /> concerned that the amendment referred to residential uses, even though <br /> such a use might be non-conforming. <br /> Cuneo suggested that different standards apply for commercial recreation <br /> that serves alcohol versus such recreational facilities that do not. <br /> Cuneo also pointed out that the Council could restrict the hours of <br /> operation or place other restrictions on commercial recreational <br /> facilities serving alcohol. <br /> Fahey pointed out that since this matter was tabled by the Planning <br /> Commission, the Council cannot take action for 60 days or until <br /> the Planning Commission takes action, whichever is sooner. <br /> There was no one else from the general public present wishing to <br /> comment. <br />The Planner suggested that the Council continue the Public Hearing <br />as there may be additional public input on the zoning revisions <br />when the matter is brought back to the Planning Commission and then <br />to the Council. <br />The Planner suggested giving the Council the power to regulate the <br />hours of operation, etc. if a commercial recreational facility is <br />located within 300 feet of a residential use. <br />Scalze felt that if a pool hall were located in a shopping center <br />and had its own exterior access, that access should be located at <br />least 20 to 30 feet from the main access of the mall. <br />Fahey suggested that the access be 50 feet from the mall access. <br />The Planner agreed that a certain amount of footage could be specified <br />for separation of these accesses, however, provision could also be <br />included that the Council could approve a lesser separation if <br />certain conditions exist. <br />The Planner also pointed out that the Planning Commission indicated <br />that the same conditions that will apply to pool halls should be <br />required of amusement centers and video game operations. <br />The Planner indicated that he will make further revisions to the <br />proposed zoning amendment, and submit these to the Planning <br />Commission at their next meeting. <br />Page -3- <br />
