MINUTES <br />City Council <br />March 25, 1987 <br />Bingo Mr. Fahey reported that due to the allegations of sexual harassment <br />(Cont.) against Mr. Ed Amaro as well as discussions he has had with the <br />City of St. Paul's licensing division, and the fact that Mr. Amaro <br />has been asked to leave two other bingo organizations, Fahey <br />indicated that he felt the concerns raised caused him to question <br />whether Mr. Amaro should be allowed to serve in his current capacity <br />at LCCB. Fahey felt that if the license is renewed for LCCB, it <br />should be with the provision that Mr. Amaro not be involved in the <br />organization. <br />Fahey pointed out that LCCB has been scrutinized by various other <br />cities as well as the general public, and it is the City's goal that <br />this operation is above reproach. <br />Fahey reported that he has discussed the matter with Mr. Amaro, who <br />has requested a workshop meeting to discuss it. Fahey also reported <br />that he received a call from the attorney representing the women <br />making the allegations, and was informed that a suit will be filed <br />with the State, and it is his feeling that the suit will prevail. <br />Fahey stated that as a public official, it is his job to determine <br />what is in the best interests of the City, and even though he is sure <br />Mr. Amaro will deny the allegations, he has determined that Mr. <br />Amaro's participation in the hall is not in the City's best interests. <br />Fahey also reported that there have been reports of turmoil between <br />the various organizations at the hall, and he advises that these <br />differences be resolved or he will not support renewal of the license. <br />Fahey felt that this operation should have a low profile and pointed <br />out that the City has spent entirely too much time on the matter. <br />Fahey stated that his recommendation is that Mr. Amaro and Interpreters <br />of the Deaf not be associated with the hall due to the allegations of <br />sexual harassment on file with the City and soon to be filed with the <br />State, and that Council review all the information submitted by the <br />charities prior to the April 8 meeting. <br />Fahey also reported that Ms. Mugs Nardini has been appointed chairman <br />of the Board of Directors of LCCB and she has invited the Council to <br />hold a workshop session at the hall. Fahey, however, noted that he <br />did not feel this necessary, but suggested that if any other Council- <br />member felt it helpfu1 to tour the hall to do so before the April 8 <br />meeting. <br />Scalze noted that there was an invitation to the Council to view the <br />books of the LCCB. However, Scalze felt that these books should be <br />open at any time to anyone interested in reviewing them as LCCB is <br />a charitable operation. <br />LaValle questioned the necessity of the charities to organize under <br />the liall Association and felt that each individual charity should <br />Page -7- <br />
