MINUTES <br />City Council <br />March 25, 1987 <br />Bingo be leasing from the owner of the building and operating its own bingo. <br />(Cont.) <br />Fahey noted that the City's concern should be whether or not the <br />procedure is legal. If it is legal, the charities should be able <br />to operate their business in whatever manner they chose. <br />Blesener felt that the charities organization under the LCCB was <br />a better way to operate with regard to hiring of employees, etc. <br />Fahey pointed out that there have been accusations of nepotism at <br />the hall and requested the names and addresses of employees so that <br />the Council could determine how many people are employeed at the <br />hall from the north suburban area. <br />The City Clerk reported that this information is already on file. <br />LaValle reported that he has already reviewed this information and <br />compiled some statistics, which he will submit to the Council. <br />Scalze noted that the Council previously had some ideas on counting <br />people attending the bingo sessions at the hall as well as the number <br />of packets sold at each session. Scalze felt that as part of any <br />license renewal, these types of controls should be required. <br />The City Clerk reported that the City Auditor has requested a workshop <br />session on April 2, 1987 with the Council to discuss his report. <br />Fahey felt that the Auditor could present his report at the April 8 <br />meeting. <br />LaValle suggested that the gamblin,q managers for the various charities <br />as well as presidents of the charities should be invited to the April <br />8 meeting. <br />The Clerk noted that the State requires an annual audit prepared by <br />a CPA of gambling associations. <br />Council noted that the State also does not have adequate staff to <br />ensure that these audits are being done. <br />Fahey noted that since the State is not adequately staffed to oversee <br />this area, the City will have to make whatever attempts it can. <br />Fahey again noted that consideration of renewal of the LCCB license <br />will be given on April 8. If necessary, the Council can hold a special <br />meeting on April 15 to finalize these considerations. <br />Bids For Mrs. Scalze submitted to the Council for review the bids received <br />Gervais for site improvement in Gervais Mill Park. Scalze reviewed the bids, <br />Mill Park and reported that it is the recommendation of the Park Commission that <br />tiyeiida <br />Addition Page -8- <br />
