MINUTES <br />City Council <br />April 8, 1987 <br />Bingo Wylie noted that the ruling by the Board was not made in response to <br />(Cont.) State Law, but as an organizational change. <br />Scalze asked the City Attorney to explain 7860.0100 Subpart 1 <br />of the State Statute. <br />~ law <br />The Attorney felt that this portion of the-s€~~~~~s~, which he <br />oCorrection quoted, says that anyone havino anything to do with the lease of <br />res. 87-4-150 the Hall cannot take an active part in the operation of the <br />gambling. <br />Fahey suggested that the Law stated that anyone employed by the <br />Hall Association cannot have anything to do with the gambling, <br />and therefore, the Hall Association was an improper structure. <br />Mr. Wylie disagreed. <br />Fahey noted that this issue could not be resolved tonight, and <br />instructed the City Attorney to research this further with the <br />State Gambling Board. <br />LaValle asked for further information regarding the two boards <br />in existence at LCCB. <br />Wylie reported that the two boards are essentially structured the <br />same. The first board is the Board of Directors, and the second <br />board is less formal and involved in the day-to-day decisions <br />needed to be made to conduct bingo. Wylie reported that the first <br />Board of Directors was made up of Jan Sherman, Lois Blomberg, Ray <br />Masman, Ron Clarke, Ed Amaro, Phil Saari and Bob Finnerty. The <br />new Board of Directors is comprised of Mugs Nardini, Kathleen Torning, <br />Dick Pillsbury, Ron Tschida, Bob Finnerty, Buck Wolter, Marcia <br />Nelson, and Lora Amaro. <br />Blesener asked if Board Members worked in the Hall. <br />4lylie replied that they did not. It was also reported that the <br />salary of Board Members was $100.00 per month. <br />Scalze asked how the various members were chosen. <br />Wylie reported that the members were chosen by their charities with <br />the exception of the couple members who were not a part of a <br />charity. Kathleen Torning represents St. Joseph's, Dick Pillsbury <br />represents Servants of Mary, Ron Tschida represents the Humane Society, <br />P1arcia Nelson represents the North Suburban DAC, and Lora Amaro <br />represents Interpreters of the Deaf. <br />LaValle pointed out that State Statute requires that each charity <br />have separate bank accounts. <br />Page -1~- <br />
