MINUTES <br />City Council <br />April 8, 1987 <br />Bingo Babel replied that the funds are initially deposited in the LCCB's <br />(Cont.) master account and then transferred to the individual accounts of <br />the various charities. The money is deposited to LCCB's accounts, <br />and the costs of expenses are deducted from the funds before <br />disbursement is made to the charities. <br />Fahey suggested that the City Attorney determine if this was <br />permissible under State law. The Attorney replied that he will <br />confer with the Attorney General's office. <br />Fahey suggested that the City could approve the license renewal <br />applications subject to the State Gambling Board making a <br />determination if LCCB is in compliance with State statutes. <br />However, as it appears the State is not adequately staffed or <br />funded to make some of these determinations, the City will have <br />to attempt to do so. <br />Fahey asked what the Hall Association does for the City of Little <br />Canada. Fahey stated that the City wants little involvement with <br />the Hall. Fahey suggested that there may be less involvement <br />on the part of the City if the charities were running their own <br />operations and there was individual accountability. Fahey asked. <br />what the City is gaining or lossing under the current structure. <br />The accountant replied that they are still learning when it comes <br />to the matter of accountability. However, the accountant stated <br />as far as the present structure, he has come to believe strongly <br />in it. Babel pointed out that the Board of Directors of LCCB <br />provides a melding together of the operation and standardized <br />procedures. Babel questioned whether it was feasible to have <br />six different charities operating six different games in terms <br />of procedures and accountability. The Hall Association also helps <br />the charities as a group with expenses that could not be borne <br />individually by the charities and still meet compliance, such as <br />advertising. <br />The City Attorney asked the accountant if it was his understanding <br />that State Law allowed this type of structure. <br />Babel felt it was permissible. <br />Fahey asked if a member of the Hall Association Board was allowed <br />to handle money. Council expressed concern with Ron Clarke's <br />involvement in the operation in two different capacities. <br />Glylie replied that between the City Attorney, the Attorney General <br />and himself individual problems could be worked out. Wylie also <br />commented that he believed the Hall Association was a proper <br />organization. <br />Scalze asked how much revenue is generated for the Hall Association <br />in the price of a bingo package. <br />Page -14- <br />
