MINUTES <br />City Council <br />April 8, 1987 <br />Bingo Ray Masman renlied that $1 of the cost of a bingo package is an <br />(Cont.) admission charge which goes to the Hall Association. The $2 <br />admissions charge for playing pull-tabs goes to the Hall Association. <br />If a player buys more than one package,per session, the second or <br />third packages are sold at discounted rates of $8 each, and there <br />is no admission charge going to the Hall Association from additional <br />packages. <br />Recess At this point in the meeting, 9:45 P.M., Council took a short <br />recess. The meeting was reconvened at 9:55 P.M. <br />Bingo Mr. Earl Grey, attorney representing Mr. Ed Amaro, appeared before <br />(Cont.) the Council and reported that after the last Council meeting he <br />requested a formal hearing be held by the City Council at which <br />Mr. Amaro could defend himse1f against certain comments that were <br />made. Grey cited the case of Tamarac versus the City of Long Lake <br />in a license renewal case similar to this one as a basis for requesting <br />the hearing. <br />Grey noted that no charges have been made against Mr. Amaro based <br />on the police report that was filed. Grey noted that Mr. Amaro is <br />terribly hurt by the comments that were made about him publically. <br />Grey noted that to date no case has been filed and Mr. Amaro has <br />received no notice that a complaint has been filed. <br />Grey noted that this was not a court room and the Council has no <br />business bringinq up emplo,yer-employee matters. <br />Grey noted that the license that has been granted to MRID is a <br />privilege, but not one that can be taken away arbitrarily. P9RID <br />shouldn'thave its license denie~ on the basis of allegations that <br />have been made by disgruntled employees. Grey felt that until such <br />time as a law suit filed, consideration of these allegations is out <br />of place, and pointed out that there has been no conviction made <br />or chargesfiled, although there is a police report. <br />Grey questioned the letter the City received from Mr. Carcedi which <br />is full of innuendo, but does not say that Mr. Amaro ever took one <br />dime from bingo operations that he has been involved with. <br />Grey also noted that the checking accounts referred to by Mr. Carcedi <br />were legal at the time under State law. <br />Grey also pointed out that the City of St. Paul has audited Mr. <br />Amaro's books and has never found anything wrong. <br />Grey reported that he has asked for a hearing so that he could cross- <br />examine some of the people making allegations against Mr. Amaro. <br />Mr. Amaro is available tonight to answer any questions that the <br />Council might have. <br />Page -15- <br />
