Ayes (5) Scalze, Blesener, LaValle, Fahey, Collova. <br />~lays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Pages 142 and 143. <br />Imp. No. Mayor Fahey opened the Public Hearing on Improvement No. 87-4, the <br />87-4 improvement of Country Drive from Little Canada Road to South <br />Owasso Blvd. by grading, storm sewer, gravel base, bituminous surface <br />Agenda and concrete curb and gutter. <br />Item No. 5 <br />The Engineer explained the improvement and reported that the total <br />cost of the improvement was estimated at $420,000. Of the $4?_0,000, <br />approximately $77,000 would be assessed against the benefited <br />properties, while the remainder would be paid for from State Aid <br />Funds as Country Drive is a State Aid road. <br />The Engineer also explained the sanitary sewer improvement planned <br />along the Don Gagne property. The Engineer reported that the <br />estimated cost of this portion of the improvement is $25,500, <br />which would be assessed totally against the Gagne property. However, <br />the Engineer pointed out that since the sewer would be placed in the <br />boulevard area, it is not necessary that it be installed at this <br />time. <br />The Engineer explained that there are numerous improvements being <br />constructed this year and the costs of these improvements are <br />$25.74 per front foot for street, which is assessed at 80%, and <br />$10.07 per front foot for concrete curb and gutter, which is <br />assessed at 100%. The Engineer recommended that the property <br />owners involved in Improvement No. 87-4, be assessed at this same <br />rate, which is a residential rate. The Engineer noted that under <br />State-Aid standards a 9-ton road will be constructed. <br />The Engineer also pointed out that Imp. No. 87-4 does not include <br />the portion of Country Drive immediately north of Little Canada <br />Road, as this section of the road will be improved as part of the <br />Little Canada bridge widening project. <br />Fahey pointed out that by including this project with others being <br />constructed in the City, the property owners are getting a better <br />rate because if the project was put in on its own, there is only <br />one side of the street that can be assessed. <br />Ed Nadeau asked the necessity for curb and gutter. <br />Fahey pointed out that curb and gutter are required under State Aid <br />standards, and it was also pointed o~at that it has been City policy <br />to install curb and gutter when streets are reconstructed. <br />Page -2- <br />
