MINUTES <br />City Council <br />April 8, 1987 <br />Imp. No. Nadeau expressed concern that the street needs reconstruction due <br />87-4 to past Council actions in allowing a great deal of hauling to be <br />(Cont.) done on Country Drive. Nadeau felt that a 7-ton road was sufficient <br />for use of the property owners in the area. <br />Fahey pointed out that the State requires a 9-ton road to qualify <br />for State-Aid funding. <br />Mr. Don Gagne appeared before the Council and requested that the <br />sanitary sewer portion of the improvement be deleted. Gagne reported <br />that he currently has his property for sale, and that there are <br />potentially four different directions that sanitary sewer can be <br />brought in to the property. Gagne felt that once the property <br />is sold and there are development plans for it, the sewer should be <br />planned. <br />Gagne did not agree with the Council's position that the property <br />owners were benefiting by being charged the residential rate for <br />Improvement No. 84-7, and pointed out that State-Aid funds were <br />used on Demont when they should have been used on Country Drive <br />so that property owners on Country Drive would not have to pay any <br />assessment. <br />Bob Rudy asked how Country Drive will look once the improvement is <br />completed. <br />The Engineer replied that the improvement is similar to the <br />improvement of the portion of Country Drive on the other end. <br />Rudy stated that he was opposed to the improvement. <br />Scalze asked who would pay for the storm sewer portion of the improvement. <br />The Engineer replied that the storm sewer proposed drains very little <br />private property and would be paid for with State-Aid funds. <br />Scalze asked if the project would be bid separate from other <br />projectsin the City. <br />The Engineer replied that it would be, and that if the cost of the <br />project exceeds the Engineer's estimate, the City would pick up the <br />additional cost and not pass it on to the property owners. Therefore, <br />the assessment proposed at $35.81 per front foot would be fixed. <br />Bill Quirin appeared before the Council and asked if there are <br />currently deferred assessments on a property located on Country <br />Drive, if the assessments would continue to be deferred with the <br />addition of Improvement No. 87-4, <br />The City Clerk replied that if a property is determined to be <br />buildable, the assessments would no longer be deferred. <br />Quirin pointed out that the City has never assessed storm sewer <br />improvements. <br />Page -3- <br />
