MINUTES <br />City Council <br />April 8, 1987 <br />Bingo The Attorney noted that the City Council is not in the position of <br />(Cont.) having the authority to grant the license renewal, and if the City <br />does nothing, the State Gambling Board will approve the license. <br />Scalze noted that the City must act on the license renewal within <br />30 days of receipt of the application. <br />Fahey stated that he would vote to veto the license application <br />if the charities do not present a list of operational checks and <br />balances. Fahey felt that LCCB had to clean its own house and <br />run its own operation and that the various charities had to get <br />along, and if this cannot be done Fahey stated he would agree with <br />Mr. Blesener that Little Canada does not need bingo. <br />Recess At this point in the meeting, 11:50 P.M., Council took a short recess. <br />The meeting was reconvened at 12 Midnight. <br />Bingo Marcia Nelson reported that in two weeks LCCB would present a list <br />(Cont.) of checks and balances and that LCCB would be more than happy to <br />put this information together. One item which was discussed and <br />which LCCB would like for its own benefit, is a systems audit. <br />Scalze expressed concern that not more people were employed from <br />Little Canada and pointed out the large amount of people from St. <br />Paul employed at the hall. <br />Nelson reported that inforination on employees has been compiled <br />and the majority of people employed at the Hall are from the <br />north suburban area. Nelson reported that the Hall will provide <br />this information to the Council. <br />Mr. LaValle reported that he has compiled employee information <br />which he has broken down by amount of employees per city as well <br />as salaries paid these employees. LaValle outlined this information <br />for the Council. LaValle noted that the majority of the employees <br />at the Hall were from St. Paul. <br />Scalze stated that the Council is interested in providing jobs for <br />local people. <br />Fahey also requested that the LCCB provide the Council with an <br />outline of the organizational structure running the Hall as well <br />as the names of the Manager and various other management personnel <br />so that the City can do background checks on these individuals. <br />Scalze stated that she would like the names of the full-time <br />employees at the Hall. <br />LaValle asked if there were any full-time employees at the Hall <br />from Little Canada. <br />Ray Masman replied that there were not. <br />Page -27- <br />
