MINUTES <br />City Council <br />April 8, 1987 <br />Imp. No <br />87-4 <br />(Cont.) <br />Fahey agreed that this was true, and pointed out that in the case <br />of Imp. No. 87-4, the State would be picking up the cost of storm <br />sewer. <br />The Engineer pointed out that only $77,000 of the cost of Imp. <br />No. 87-4 will be assessed with the balance being paid through <br />State-Aid funds. Total cost of the project is estimated at $420,000. <br />Quirin pointed out Mr. ~ladeau's point that overuse of the street <br />in the past has caused the need for the improvement. <br />Quirin asked when the project would start. <br />The Engineer replied that it would start this year. <br />Nadeau asked for an estimate of what Improvement No. 87-4 would cost <br />him. Nadeau reported that he had 406 feet of property along Country <br />Drive, which included Nadeau Road. <br />The Engineer estimated Mr. Nadeau's assessment at $14,200. <br />Mr. Ed Madeau felt that the assessment was too high. <br />Fahey pointed out that Mr. Nadeau may qualify for a senior citizen <br />deferment of his assessment. <br />Fahey pointed out that in order to continue receiving State-Aid <br />funds, the City must improve Country Drive. <br />Nadeau stated that he did not feel the property owners along Country <br />Drive should be assessed for the improvement. <br />Fahey felt that the residential rate that the property owners would <br />be assessed was a fair one and also pointed out that the rate will <br />be fixed and if bids come in over estimate, the City will pick up <br />the additional cost. Fahey noted that if the City does not improve <br />the road now, the cost will be greater in the future. <br />Gagne pointed out that he has 515 feet of property including Nadeau <br />Road, and asked if he would be assessed for the 15 feet which is <br />Nadeau Road. <br />The Engineer replied that he would not be assessed for that 15 feet, <br />but only for his private property. <br />Gagne stated that he was opposed to the improvement. <br />There was no one else present from the general public wishing to be <br />heard on this matter. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />Page -4- <br />
