MINUTES <br />City Council <br />April 8, 1987 <br />Land & Mr. Blesener introduced the following resolution and moved its adoption: <br />Water <br />Conservation RESOLUTION N0. 87-4-140 - AUTHORIZING THE <br />Fund (Cont.) MAYOR TO ADVISE OF THE CITY COUNCIL'S <br />SUPPORT FOR THE CO~ITINUOUS FUNDING OF THE <br />LAND AND WATER CONSERVATION FUND PROGRAM <br />The foregoing resolution was duly seconded by Mr. LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Collova, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 153. <br />School Scalze pointed out the Planner's report dated April 2, 1987 in <br />District response to the City's direction on March 25, 1987 instructing <br />Recreational him to investigate what other cities are doing with regard to <br />Facilities proposed ordinances pertaining to recreational facilities owned <br />by the School District and used by the City. Scalze also pointed <br />Agenda out the special committee report which recommended that Little <br />Addition Canada should not participate in the gym addition to the Little <br />Canada Elementary School due to the availability of other gym <br />facilities in the City, but that the City should place emphasis <br />on land acquisition to ensure present and future needs are met. <br />Scalze felt that on the basis of this information the City should <br />instruct the Planner to proceed to document needs and begin a <br />demographic study as recommended in his April 2 report. The Planner <br />should also be instructed to construct model ordinances pertaining <br />to the preservation of park and recreations facilities owned by <br />the School District, but used by the City similar to what other <br />cities are doing. <br />Scalze suggested that a moratorium be placed on the rezoning of any <br />Public Property until the City has this information and an ordinance <br />in place. <br />Scalze further reported that the Park Commission is in the process of <br />updating the Comprehensive Plan as it pertains to Park and Recreational <br />uses. This also needs to be in place before anything happens with <br />recreational facilities that may or may not be available. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-4-141 - AUTHORIZI~IG THE <br />CITY PLANNER TO BEGIN A DEMOGRAPHIC STUDY AS <br />SUGGESTED IN HIS REPORT DATED APRIL 2, 1987 <br />WITH THE ASSISTANCE AND COOPERATION OF CITY <br />STAFF INCLUDING JIM MORELAN, AND THAT THE PLAN~IER <br />IS INSTRUCTED TO CONSTRUCT AN ORDINANCE PERTAINING <br />TO THE PRESERVATION OF PARK AND RECREATIO~IAL <br />FACILITIES WHICH ARE PART OF SCHOOL DISTRICT <br />PROPERTY AND USED BY THE CITY SIP~ILAR TO t-0HAT <br />OTHER CITIES ARE DOING <br />Page -30- <br />
