MINUTES <br />City Council <br />April 21, 1987 <br />Blesener felt that the best land should be left for development, <br />and the park moved to the poorer land. <br />Morelan stated that this was agreeable, but pointed out that the <br />park will need two entrances. <br />Blesener stated that from a traffic point-of-view, the park was <br />better located to the south. Scalze agreed. <br />Fahey noted that the people on Allan Avenue will oppose the park <br />being located on the south as they will not want the additional <br />traffic through their neighborhoods. Nowever, if DeSoto were <br />improved on the south, this would be a new road anu anyone <br />purchasing property would be aware of the existence of the park. <br />Fahey suggested that perhaps the City should acquire the best <br />property. <br />LaValle pointed out that this property will cost $30,000 per acre, <br />while the poorer property will cost $10,000 per acre. <br />DeLonais pointed out that the City of Roseville puts its recreational <br />facilities in low lands. DeLonais suggested the swamp property in <br />Schletty Woods. <br />Fahey pointed out that this property was dedicated to the City for <br />drainage purposes. Scalze also pointed out that the Army Corps of <br />Engineers would be involved, and they will not allow the filling of <br />swamps for ballfields. <br />Fahey asked how the Planning Commission might feel on the issue of <br />purchasing property in the Centerville Road area for ballfields. <br />DeLonais could not say. However, felt that the issue of park land <br />acquisition is one the Planning Commission should review. <br />Fahey agreed that whatever is done, the City will seek the input of <br />the Planning Commission. <br />Fahey noted that the City is currently working on the acquisition of <br />Spooner Park, but noted that the City still has 10 years left on its <br />lease for the park with the School District. <br />Scalze noted that if the School District wishes to sell the land, <br />the lease becomes null and void. <br />Fahey pointed out that the longest the City can run a contract-for-deed <br />is for 5 years, and pointed out the difficulty in undertaking the <br />purchase of Spooner Park as well as the Recreation Association's <br />proposal at one time. <br />Page -4- <br />
