MINUTES <br />City Council <br />April 21, 1987 <br />Scalze pointed out that the City has approximately $225,000 in its <br />Park Land Acquisition Fund and that the City is trying to purchase <br />Spooner Park with a grant. <br />Sanders explained that the City is seeking a standard park grant <br />for the acquisition of the Mosted property and that the City's <br />grant has been ranked higher for this reason. Grants for the purchase <br />of athletic fields are very competitive. <br />Fahey pointed out the situation with Capital View. <br />Sanders suggested that the City talk to the potential purchaser of <br />Capital View regarding joint use of the gym and swimming pool. <br />Sanders suggested that the City proceed with soil borings for the <br />Centerville Road area. Sanders felt that the area shoul~ be studied <br />and a specific area reserved for ballfields. Sanders felt that <br />the setting up of an Economic Development Corporation was a good idea. <br />Fahey also pointed out that the City has entered into a pool arrangement <br />with several other cities making available $25,000,000 of below market <br />interest rate bonds. An economic development corporation would have <br />access to these funds. Fahey suggested that the Economic Development <br />Committee as well as the Planner make a recommendation on the <br />Recreation Association proposal. <br />DeLonais pointed out that the Capital View property is currently off <br />the tax rolls, while the Centerville Road area property is not. <br />Fahey asked if Recreation Association was willing to participate <br />in the purchase of the property. If so, the City may be able to <br />pursue the purchase of Spooner Park, Capital View and the Centerville <br />Road area property. <br />Morelan pointed out that there are only two fields at Capital View, <br />and if the Centerville Road area property is purchased, the City <br />will not need the Capital View fields. <br />Scalze noted that there are no park facilities located on the other <br />side of the freeway. <br />Morelan agreed that the City needed the Kellogg fields. <br />Blesener suggested that an arrangement be worked out to get more <br />use out of the Kellogg property. <br />Scalze suggested that Little Canada act as Roseville has done and <br />demand that the School District give the City the Capital View <br />property. Scalze felt that Little Canada should be treated in the <br />same manner as the School District is treating Roseville. <br />Page -5- <br />
