MINUTES
City Council
April 22, 1987
Strohbeen/
Ducharme
Lot Split
Agenda
Item No. 11
Laurie Strohbeen and Therese Decharme have applied for a subdivision
of the property located at 3001 LaBore Road. The proposal would take
a small triangle of property from the rear of 930 Westwind and add
it to the property in question, then split the larger parcel into
two lots.
Fahey reported that the Planning Commission has recommended approval
subject to the small secondary residential dwelling being demolished
and the existing garage relocated to meet setback requirements,
and subject to the City Attorney and Engineer making a recommendation
on bonding requirements to ensure that these conditions are met.
Laurie Strohbeen appeared before the Council asking the Council's
feelings on the development potential of the property and also if
the Council would approve a gravel road into the property so that
two lots could be divided.
Fahey replied that the City cannot allow the creation of lots that
would not front on an improved public street. Fahey also commented
that if the applicants are considering other development proposals
for the property, they should present these to the Planner and go
back before the Planning Commission.
Blesener commented that there is no reason for the Council to approve
the addition of the small piece of property to the Ducharme property
if the applicants are not sure of what they want to do with the
property.
Strohbeen asked that the Council consider the original proposal.
Scalze asked if the property owners were willing to remove the
dwelling and relocate the garage.
Strohbeen replied that they were.
Fahey reported that in view of the comments of the neighbors who
attended the Planning Commission meeting he felt that as a condition
of approval auto repair work of unowned vehicles had to stop as
well as the removal of all unowned vehicles from the property.
Fahey felt that the property should be cleaned up and this was
the opportunity for the City to get this done.
Strohbeen reported that there is no longer auto repair work being
done on the premises.
David Brausen also reported that non-owned vehicles have been removed
and that he was willing to abide by Mr. fahey's suggestions.
Scalze asked why the proposed property line through the large lot
was not straight.
Page -17-
