MINUTES <br />City Council <br />April 22, 1987 <br />Bingo Blesener felt that the procedures raised by the City Auditor should <br />(Cont.) also be addressed by the Gambling Control Board. <br />Grey asked if the issue of MRID would be tabled until the matter <br />is brought up again. <br />Fahey agreed that Grey could ask for reconsideration at that time. <br />The City Attorney stated that the concerns raised by the City Auditor <br />would also have to be submitted by the Auditor. <br />Blesener felt that there was a need for an audit of the Hall and its <br />procedures. <br />Fahey suggested that the Attorney request that Franke conduct an <br />audit of the organizational structure of the Hall and advise the <br />City whether the organizational structure complies with State law. <br />Marcia Nelson reported that the Board of Directors recently ordered <br />a systems audit. <br />The City Attorney reported that he will contact Roger Franke and <br />indicate that the licenses have been denied and request that his <br />office examine the organizational structure of the bingo operation <br />and affirm or disaffirm if it complies with State law. The Attorney <br />reported that he will defer the questions of the internal handling <br />of funds to the City Auditor. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-4-168 - INSTRUCTING THE CITY <br />ATTORNEY TO SEND A WRITTEN REQUEST TO THE STATE <br />GAMBLING CONTROL BOARD REQUESTING THE COOPERATION <br />OF THE BOARD IN PROVIDING AN OPINION ON WHETHER <br />OR NOT THE LCCB HALL ASSOCIATION IS LEGAL UNDER <br />STATE LAW WITH THE CITY ATTORNEY TO PROVIDE THE <br />GAD96LING CO~ITROL BOARD THE ORGANIZATIONAL STRUCTURE <br />OF LCCB AS PROVIDED HIM BY MR. WYLIE, ATTORNEY FOR <br />LCCB, AND INFORMING THE GAMBLING CONTROL BOARD OF THE <br />CITY'S ACTION IN DENYING TNE LICENSE RENEWALS FOR <br />THE INDIVIDUAL CHARITIES BECAUSE OF THE CITY'S <br />UNCERTAI~ITY WITH REGARD TO THE STATE'S RE6ULATIONS <br />The foregoing resolution was duly seconded by Mr. Collova. <br />Ayes (5) Fahey, Collova, Scalze, Blesener, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 182. <br />Page -31- <br />
