PIINUTES
City Council
May 27, 1987
Boosalis The Planner reported that he recommended a PUD because the property
Development will be developed in stages. The Planner also reported that a PUD
(Cont.) allows the City control over what type of development it wants to
see and allows the developer some assurance in a step-approval
process that they are spendinq their development costs in the
right direction.
Scalze pointed out that the PUD offered the City no control over
the property to the north or east.
Boosalis replied that this property is not a part of the PUD that
is being requested. Boosalis stated that he is only considering
possible development of the property to the north and east at this
point.
Fahey agreed that a PUD should be used if it offers the City more
control.
The Planner pointed out that one of the things the City is requiring
under the PUD is one less curb cut than what would normally be
allowed. Also a shared driveway with the Krienke property on
County Road C is part of the development.
Fahey asked if drainage issues will be addressed under the PUD.
The Planner replied that they will be included in the PUD Agreement.
Scalze reported that the Park Commission has recommended a cash
park dedication rather than land for this development. The amount
of the dedication would be 5% of the purchase price of the property.
Fahey reported that he would be willing to explore tax increment
financing if the property to the north and east were incorporated
in the development.
Boosalis stated that he is researching that issue.
Mr. Collova introduced the following resolution and moved its adoption:
RESOLUTION ~!0. 87-5-235 - APPROVING THE
DEVELOPP9ENT STAGE PUD FOR THE BOOSALIS DEVELOP~~ENT
AT THE CORPdER OF RICE STREET FlND COUPITY ROAD C
SURJECT TO TNE RECOMP4E~IDATIONS AS CONTAINED IN
THE pLANNER'S REPORT DATED P4AY 11, 1987 AP,ID
SUBJECT TO PAYMENT OF THE APPROPRIATE PARK CHARGE
The foregoing resolution was duly seconded by Mr. Blesener.
Ayes (5) Collova, Blesener, LaValle, Scalze, Fahey.
Nays (0).
Resolution declared adopted.
This resolution appears in Resolution Book Plo. 17, Page 253.
Page -16-
