MINUTES <br />City Council <br />May 27, 1987 <br />Bingo accounting and controls and certified audits every year. <br />(Cont.) <br />Rick Wylie, attorney representing LCCB, stated that it was his <br />understanding that Assistant Attorney General Peg Bunch has <br />written a letter to the City Attorney regarding the matter. <br />4lylie reported that he is to receive a copy of this letter, but <br />was not in his office today to pick it up. Hlylie requested that <br />the City Attorney read the letter. <br />The City Attorney reported that he received the letter late this <br />afternoon. The letter indicated that assuming a number of facts, <br />the present arrangement of LCCB might be appropriate under State <br />law. The City Attorney stated that he wants to review these facts <br />according to the law, and will speak to the Assistant Attorney <br />General in the morning. <br />Wylie asked what these facts were. <br />The City Attorney reported that at this point he preferred to speak <br />with Peg Bunch. <br />~ylie reported that Peg Bunch informed him that the letter indicated <br />in essence if LCCB trusteeship was unrelated to any of the charities <br />and took no part in the operation of gambling, that LCCQ would not be <br />disqualified under the regulation raised by the City Attorney last <br />month. !dylie stated that as far as their position, that question has <br />been answered. <br />blylie reported that the charities have meet with the Gambling <br />Control Board's Compliance Review Group on Friday, May 22. Prior <br />to that meeting all information requested by Roger Franke was supplied. <br />At the close of the meeting at the end of the business day, a request <br />was made for more information. That information was submitted to the <br />Gambling Control Board on Tuesday at 12:30 P.M., the Tuesday after <br />the Memorial Day weekend. !Jylie reported that the Gambling Control <br />Boardquestioned the admission policy, internal controls of the charities <br />and LCCB, and tabled the applications until their next meeting. <br />Wylie reported that the charities have reached certain accomodations <br />which he felt would answer the questions raised by the State and the <br />Mayor regarding the censoring action that was taken last week. <br />These include that there will be no Hall Association and that each <br />charity will be responsible for their own accounting, bookkeeping, <br />cash deposits and management. Each charity will have its own lease <br />at a rent that is a pass-through of the rent paid the landlord, <br />plus maintenance, taxes and insurance and utilities. <br />Also, an actual time table will be established in which each charity <br />will conduct games on a predetermined calendar basis. Each charity <br />will hire and fire its own personnel. All expenses will be pro-rated <br />and billed to the charities. There will be no governing body. No <br />one charity or group will have control over any other charity. <br />Page -19- <br />
