MINUTES <br />City Council <br />P9ay 27, 1987 <br />Bingo Blesener asked if the charities will have the option of purchasing <br />(Cont.) supplies from whomever they want. <br />ldylie replied that this was correct. <br />Fahey asked if the Hall Association will cease to exist because the <br />lease will be assigned to a trustee, or if there will be <br />individual leases from the Hall Association to the charities. <br />Wylie reported that the Hall Association would hold the lease and <br />as tenant would sublet to the charities. There would be no strings <br />attached to the leases. The rents charged the charities would be <br />pass through costs. <br />Fahey asked if the charities did not want to negotiate directly with <br />Movers Warehouse because some are concerned that Mr. Short will not <br />lease with them. <br />blylie stated that the charities are interested in preserving the <br />economic benefits of the present lease, but would not impose any <br />limitations on the charities taking advantage of those terms. <br />tJylie also reported that with regard to the State Gambling Control <br />Board's setting of rents, the conversation ~vas that they would see <br />how this went and see if any complaints were received, ulylie felt <br />that the State was more concerned with the issue of internal controls. <br />Wylie reported that in speaking with Rita Fastbinder of the Compliance <br />Review Group, the issue is that each charity be allowed to do its <br />own thing and not be encumbered by another charity or group of <br />charities or organization of charities. <br />4tylie reported that the agreement reached by the charities as he <br />outlined can be put into writing, but has not been done so as yet. <br />Fahey asked if Mr. Tom Short has any objection to negotiating individual <br />leases with the six charities based on the same terms presently in <br />effect. <br />Short reported that he indicated at a previous Council meeting that <br />he would give individual leases. <br />Fahey noted that Short did not indicate that he would give the leases <br />to each of the charities now involved in LCCB. <br />LaValle asked 4;ylie's involvement in representing the charities. <br />ldylie indicated that he is representing LCCB,Inc. and Humane Society, <br />MRID, DAC, and the Lions. John Benson is representing St. Joseph's <br />Society and Servants of Mary. <br />LaValle asked why the trusteeship is being proposed versus the charities <br />obtaining individual leases. <br />Page -20- <br />
