MINUTES <br />City Council <br />May 27, 1987 <br />Bingo Wylie reported that the reason is the financial terms of the current <br />(Cont.) lease are favorable. <br />LaValle reported that Jan Sherman has indicated that the lease <br />Servants of Mary has negotiated on an individual basis with Short <br />is basically the same as the current lease with LCCB. <br />Wylie reported that DAC, Lions, MRID, and Humane Society are better <br />off with the lease in place than a lease that would be rewritten with <br />Movers Warehouse directly. The benefits of the current lease are <br />that improvements would not be paid for by the charities, the charities <br />would have the income from concessions. <br />Wylie repeated the request for the information regarding the factual <br />assumptions listed in Peg Bunch's letter to the City, and stated that <br />in his conversations with Peg Bunch it sounded like these questions <br />had been answered. <br />Wylie felt that if the City is going to veto the license aoplications <br />it was unfair to do so on the basis of unproven assumptions. <br />Fahey stated that the licenses could be vetoed on the basis of <br />incomplete information. Fahey pointed out the numerous meetings <br />held and the lack of information supplied at these meetings. <br />4lylie replied that information has been supplied in a timely fashion, <br />and pointed out that the Compliance Review 6roup asked for information <br />on Friday, which was supplied Tuesday morning. Wylie also stated that <br />he felt the Attorney General's opinion would be the same if asked <br />about the involvement of a trusteeship's holding the lease and if <br />asked about Movers Warehouse holding a lease. The opinion would be <br />that it is proper as long as the trusteeship or Movers Warehouse is <br />not involved in bingo. l~lylie felt that this question had been <br />answered, and the organization as currently managed is O.K. <br />John Benson, attorney representing Servants of Mary and St. Joseph's <br />Society, appeared before the Council and reported that the leases <br />submitted for his charities thatwere negotiated directly with <br />D1overs Warehouse was conditioned upon the lease with LCCB becoming <br />null and void. Benson reported that the other four charities have <br />new leases with the trustee and for some reason such a lease was <br />not offered Servants of P1ary or St. Joseph's. Therefore, in order <br />to file renewal applications in a timely fashion, these two charities <br />signed leases with Movers Warehouse. <br />Qenson reported that there have been problems with the management of <br />LCCB and stated that he is not sure what facilitated the censoring <br />of the gambling managers for Servants of P1ary and St. Joseph's. <br />Benson stated that later the same evening the censoring action took <br />place, a meeting was held with the other attorneys.
