Council making a motion to reconsider the lot split. <br />Cleaning Mr. Blesener requested that the City Clerk arrange for the City Center <br />City Center to be cleaned twice weekly. <br />Agenda The Clerk replied that he would do so. <br />Item No. 23 <br />Spooner P1rs. Scalze reported that the City has received a letter from the <br />Park Minnesota Department of Energy stating that the rules have changed <br />Appraisal and they no longer issue Lawcon grants for the purchase of property <br />for one public agency from another. The letter also states that <br />Agenda since a State grant was given for construction of the trail system <br />item No. 25a in the park, the park must be maintained forever. <br />Scalze reported that the Park Commission has reviewed the appraisal <br />that was obtained on the Spooner Park property and feels that the <br />appraised value set for the property is too high. The appraiser <br />based his figures on the highest and best possible use of the <br />property, which is single-family residential. The appraiser was <br />informed that the property is zoned public, however, set the <br />value based on single-family residential zoning. <br />The Park Commission has requested that the City discuss the appraisal <br />with the appraiser and challenge the comparable land sales that were <br />used. Scalze reported that these sales started at a low of $7,000 <br />per acre to a high of $30,000 per acre. The Lauderdale sale was <br />not used. <br />The City Attorney suggested that an alternative would be to hire <br />another appraiser. The Attorney stated that the problem is that <br />it is impossible to find comparable land sales for publically zoned <br />land. <br />The City Attorney also reported that from his experience the appraiser <br />that was used does a good job, and would not change his opinion. <br />Scalze felt the City should have an appraisal that compares apples <br />to apples. <br />Fahey reported that he will be meeting tomorrow with Roger Worner <br />of the School District to discuss the Capital View sale. Fahey <br />noted the possibility of the School District retaining the <br />use of the outdoor facilities at Capital View as well as some of <br />the indoor facilities. The City may be asked to participate in <br />some way, and may be asked to make a quick decision regarding <br />Capital View. Fahey felt that the City should first act on Capital <br />View pointing out that the City has a long-term lease for Spooner <br />Park. <br />Page -32- <br />
