~9INUTES <br />City Council <br />June 17, 1987 <br />Bingo Mr. Fahe.y reported that the Council has before it three requests <br />(Cont.) for Class A licenses, those being from Lake Owasso Residence <br />Volunteer Council, Roseville Youth Football Association and <br />St. Joseph's Societ.y for another da.y. Fahe.y asked how many bingo <br />sessions State law allowed a charity to operate. <br />Stan Babel reported that State law allows a charit.y to run 6 bingo <br />sessions per week, and a bingo hall can operate 18 sessions per <br />week. <br />Blesener asked if St. Joseph's Societ.y had three days tied up in the <br />hall, if this would create a problem in that they would not have anv <br />sessions left over to run afternoon games. <br />Babel reported that at this point the charities are not interested <br />in running afternoon qames pointing out that these games have not <br />been profitable in the past. Nowever, if this changes, the matter <br />would need to be addressed. <br />Blesener asked if a profit was made on Manday's. <br />Babel replied that every night of the week makes money, it was onl.y <br />the afternoon sessions that did not. <br />Blesener felt that by previous Council action with regard to St. Joseph's <br />Society, St. Joe's was already approved to operate bingo at 2940 Rice <br />Street, and the Council need take no further action. However, Blesener <br />stated that he was bothered by the fact that every night of the week <br />ma.y be tied up leaving no room for some of the other four charities <br />previously operatinq at the hall. <br />Council discussed whether or not St. Joesph's Societ.y was automatically <br />approved for another niqht at the hall, and concluded that the previous <br />applications submitted with lease agreements onl.y dealt with the eveninqs <br />listed in those lease agreements. Therefore, Council approval was <br />needed for St. Joseph's to have another da.y at the hall. <br />LaValle asked the present status of the premises at 2940 Rice Street. <br />Babel replied that Lois Blomberq of St. Joseph's Society has control <br />of the access to the hall. The matter is now being worked out between <br />the various lawvers involved. <br />Fahey asked if Babel knew the intentions of the other four charities <br />that were previously involved in the bingo operation. <br />Babel replied that he has had discussions with all 4 charities, and <br />was surprised that the North Suburban DAC was not present tonight <br />with an application. Babel also reported that Tom Short has been <br />available, but has not been contacted by the other charities for <br />lease agreements. <br />Paqe -3- <br />
