P1INUTES <br />City Council <br />June 17, 1987 <br />Bingo At this point in the meeting, P1r. Fahey asked the Lake Owasso <br />(Cont.) Residence Volunteer Council to make their presentation in connection <br />with their application for a Class A Gamblinq License to operate <br />bingo at 2940 Rice Street. <br />Sharon Folland and Betty Strohbeen appeared before the Council <br />representinq the Lake Owasso Residence Volunteer Council. <br />Sharon Folland submitted a letter to the Council dated June 17, 1987 <br />outlining the work done b_y the Volunteer Council and the benefit derived <br />b.y the surrounding communities. Council reviewed this letter. <br />Folland reported that the Lake Owasso Home serves Ramsey County <br />primaril.y and most of its residents are from Ramsey County. However, <br />Folland was not sure how manv of its residents were from Little Canada. <br />Folland also reported that there are staff inembers and volunteers at <br />the home who are Little Canada residents. Folland reported that <br />the Home also serves the 7 count.y area, but Ramsey County is its <br />primar.y source of residents. <br />Folland also explained that the home is a County facility and funded <br />b.y the Council. The larger facilities in the State are currently <br />being evaluated with a trend towards smaller group homes, however, <br />no decisions have been made in this regard. <br />Fahe.y asked if the County funds the Lake Owasso Residence Volunteer <br />Council. <br />Folland replied that it did not. The Council was formed to do charitable <br />work for the mentally handicapped and provides for the special needs <br />of some of the residents. <br />Blesener asked if the Volunteer Council was granted a bingo license, <br />if the County would cut funding to the home. <br />Folland replied that it would not. The Volunteer Council was set up <br />to help channel funds to benefit the individuals at the home, such as <br />for parties, outings, etc. <br />Strohbeen reported that a lot of the Volunteer Council's funding <br />currently comes from St. Joseph's Society and Servants of Mary. <br />Fahey asked the anticipated profits for each charity from bingo. <br />Babel reported that if costs are properl_y controlled and there is no <br />adverse effect from closing down LCCB, and sales remain at the level <br />the,y were, the charities should be able to collect $2,000 to $3,000 <br />per night. <br />Fahe.y asked what the Volunteer Council would do with $100,000 per year, <br />when its current budget is 1/5 that amount. <br />Page -4- <br />
