MINUTES
City Council
June 17, 1987
Bingo Folland reported that there are no definite plans at this time, but
(Cont.) mone.y could be spent to create a home-like environment at the Home.
LaValle reported that he has visited the home and it is in great
need of improvement. LaValle felt that the facilit,y was barel.y
maintained presently.
Scalze asked how the Volunteer Council currentl_y meets the Cit.y's
polic.v statement with reqard to benefit to the City.
Strohbeen reported that the Volunteer Council has made donations to
Canadian Da.ys in the past, in addition to serving Little Canada
residents at the home.
Blesener felt that two charities that benefited the City and belonqed
at the hall were the Lake Owasso Residence Volunteer Council and the
North Suburban DAC.
Folland reported that residents of the Home also attend the DAC.
Fahey pointed out that the Council can reauire that 10% of the net
profit from bingo be donated to the Citv's Park Land Acquisition
Fund. Council discussed the fact that the law previousl.y allowed
the City to reauire donations of 20%, but has since been chanqed
to 10%.
Folland reported that the Volunteer Council's BY-Laws require donations
be made to benefit the mentallv handicapped. However, a 10% requirement
by the Citv could be treated as an expense item, and therefore the
Volunteer Council would have no problem with this requirement.
Fahey stated that perhaps the Bv-Laws could be reviewed, and pointed
out that the Citv would like to see donations made to Canadian Da.ys
as well as other Citv organizations.
Folland reported that thev are interested in making donations to any
orqanization that would benefit the mentall.y handicapped.
Mr. Blesener introduced the followinq resolution and moved its adoption:
RFSOLUTION N0. 87-6-266 - APPROVING TNE
APPLICATION FOR CLASS A CHARITABLE GAPISLINr,
LICENSE SUBMITTED BY LAKE OWASSO RESIDE~CE
VOLUNTEER COUMCIL WITH THE CONDITION THAT
10% OF THE NET GAP46LID1G PROFITS BE GIVEP!
TO THE LITTLE CAMADA PARK LA~!D ACQUISITION
FUD1D APlD CONDITIONED UP0~1 THE LAKE OIdASSO
RESIDENCE VOLUNTEER COUMCIL'S AGREEING TO
TNE ROTATION SCHEDULE AS OUTLINED IN STAPI
BABEL'S JUNF 17, 1987 LETTER
Page -5-
