MINUTES <br />City Council <br />June 24, 1987 <br />Thunder Scalze commented that the purpose of using tax increment financing <br />Bay 2nd for this project was to get a 50-foot road right-of-way. Scalze <br />Addition noted that under the Frattalone proposal the houses along the <br />(Cont.) new street will not line up. <br /> Fahey agreed and did not feel that the developers should be granted <br /> a privilege that no one else in the City has. Fahey stated that he <br /> would be willing to approve the final plat provided that a home on <br /> the lot is setback 30 feet from the easement line. Fahey felt that <br /> 44 feet was adequate building area. <br /> Collova felt the final plat should be approved as submitted and the <br /> developers allowed to build a larger house on the property. <br /> Don Valento, developer of the Thunder Bay 2nd Addition, pointed out <br /> that a portion of the Payne Avenue right-of-way is 40 feet and this <br /> has not presented a problem in the past. <br />Scalze pointed out in that instance there evere existing homes along <br />LaDore Road, and a new lot was not being created through tax increment <br />financing. <br />Frattalone stated that the road mat would be standard, the only <br />difference in his proposal is the setback of the house. <br />Scalze noted that the proposal decreases the setback for the developer, <br />and that another property owner would have to request a variance in a <br />similar instance. <br />LaValle felt that if 41 new homes were to be developed, the developer <br />should be allowed to build the nicest house possible on the corner <br />lot. LaValle also pointed out that this will increase the tax base <br />in the City. <br />Scalze moved that the final plat be approved for the Thunder Bay 2nd <br />Addition with the stipulation that the road right-of-i~ay for the <br />entire street be 50 feet. This motion died for lack of a second. <br />Scalze felt that the developer was creative enough to build a nice <br />home with 44 feet of buildable area. <br />Scalze then asked if the walkway easement from the cul-de-sac to <br />the park is marked on the final plat. Scalze noted that the easement <br />must be marked and dedicated to the City. Also, the Park Commission <br />has recommended that the easement be paved and fenced. <br />Frattalone felt that fencing the easement ~vould not look good, but <br />would comply with the City's request. <br />The City Attorney asked the width of the easement. <br />Scalze replied that she would have to check her records. <br />Page -10- <br />
