MINUTES <br />City Council <br />July 22, 1987 <br />St. John's The Planner noted that in order to meet parking requirements, the <br />Credit Credit ~nion needs room for three additional parking spaces. <br />Union (Cont.) <br />Blesener noted that a similar easement is needed for the property to <br />the east of the credit union. <br />The Planner agreed that any easement the City grants should cover <br />all the properties involved. The Planner noted that the easement <br />would be for access and parking, and also pointed out that the City <br />will probably never do anything with the property due to its size <br />and location. <br />Fahey asked about access to the back of the Credit Union property. <br />DeBace replied that there is an access easement to the back of the <br />property and noted that there is parking for the residents of the <br />building in this area. <br />Council discussed the triangular property located to the north of <br />the Credit Union site, which consists of two pieces and the title <br />to these two properties. <br />Fahey suggested that the title of these two pieces be researched <br />and also suggested that the City Clerk and City Attorney research <br />any stipulations made on the City property at the time it was <br />dedicated to the City and the type of easement necessary for the <br />adjacent property. <br />Collova felt that any easement the City grants should be granted to <br />Parcel B as well. <br />DeBace agreed that the easement should be granted to the three adjacent <br />properties or else this same problem will arise in the future. <br />The Planner noted that the other two parcels are still zoned B-3, <br />but the City has called for a public hearing to consider rezoning <br />of these properties to RB. <br />Scalze felt that due to the grandfathered in uses on the Credit <br />Union property as well as previous action with regard to the Saxon, <br />the conditional use permits and variances should be granted. <br />There was no one else from the general public present wishing to <br />address this issue. <br />Scalze pointed out the provision in the ordinance with regard to <br />hardships that would apply in this particular case. <br />The Planner agreed that the test for a hardship was satisfied. <br />Page -5- <br />
