MINUTES <br />City Council <br />August 12, 1987 <br />Frank Council discussed the outdoor storage on the Frank Frattalone property <br />Frattalone of recycled bituminous and whether or not this was permitted under the <br />Outdoor conditional use permit which was granted for the property. <br />Storage <br />Blesener felt that outdoor storage was permitted, however, would have <br />Agenda to meet the requirements of the City with regard to screening and <br />Addition fencing. <br />Scalze commented that when the CUP was discussed, storage of recycled <br />bituminous was not and she felt that this was not a conditional use <br />granted under the permit. <br />Blesener suggested that the Planner review the conditional use permit <br />and give the Council his interpretation in the matter. Blesener <br />also suggested that the matter be discussed at the August 26 meeting <br />and that Mr. Frattalone be asked to attend this meeting. <br />Water Rate Blesener suggested that the City Attorney contact the St. Paul ~ater <br />Board on obtaining a more satisfactory water rate. Blesener also <br />Agenda suggested that the City Engineer report on the feasibility of the City's <br />Addition installing its own well system. Blesener noted that the Engineer had <br />previously made such a report. Blesener suggested that the Council then <br />review the two proposals and within 60 days make a decision on the matter. <br />Blesener noted that currently Little Canada is being charged the highest <br />rate for water by the City of St. Paul than any other community. <br />Collova suggested that the Engineer give the Council a comparison of <br />St. Paul's water rate per gallon and what the City would have to charge <br />per gallon with its own well system. <br />The City Attorney suggested that the City Auditor also be authorized <br />to participate in negotiations with the City of St. Paul 4later 6oard. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-8-368 - INSTRUCTING THE CITY <br />ATTORNEY AND CITY AUDITOR TO MEET WITH THE ST. <br />PAUL WATER BOARD TO ATTEMPT TO NEGOTIATE A <br />BETTER WATER RATE AND INSTRUCTING THE CITY <br />ENGINEER TO SUBMIT A FEASIBILITY REPORT ON THE <br />CITY'S DEVELOPMENT OF ITS OWN WELL SYSTEM WITHIN <br />60 DAYS AT WHICH TIME COUNCIL 4JILL MAKE A DECISION <br />AS TO WHAT IS IN THE BEST INTERESTS OF THE CITY <br />The foregoing resolution was duly seconded by Mr. LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Collova, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 18, Page 394. <br />Page -15- <br />
