MINUTES <br />City Council <br />August 12, 1987 <br />Drainage Mr. Fahey reported that Mrs. Anderson, representing the trailer park <br />3020 Rice located at 3020 Rice Street, is present with regard to a drainage <br />Street problem occurring in the park. <br />Agenda The City Engineer reported that he has discussed the problem with the <br />Item No. 10 State, specifically with regard to the pipe the State is installing <br />in this area. The State has indicated, however, that this pipe drains <br />into Roseville and crosses two watersheds, and, therefore, prefers <br />that it not be used to alleviate the problem in the trailer court. <br />However, the Engineer felt that once the State completes its work <br />and Woodlyn Avenue is again turned over to the City, something can <br />be done to help the trailer court. However, the Engineer pointed out <br />that this pipe will not completely resolve the trailer park's problem <br />noting that the park constitutes about 45% of the drainage of the area. <br />The Engineer pointed out that last December 23, 1986 a hearing was held <br />with regard to the drainage problem in this area, and that portion of <br />the project was eliminated as property owners in the area were not in <br />favor of it. The project included a storm sewer pipe under the Soo <br />Line tracks. <br />Mrs. Anderson presented the Council with pictures of the drainage <br />problem, noting that there is standing water in the area after every <br />rain and not just heavy storms. Anderson noted that a great deal of <br />the water coming into the trailer park is coming from the Kath Bros. <br />parking lot. <br />Blesener pointed out that there is no natural outlet for the holding <br />pond in the area. <br />The Engineer again noted that an adjustment on 4!oodlyn Avenue will <br />help resolve part of the problem, but the ultimate answer is a positive <br />outlet from the holding pond under the railroad tracks going east. <br />The Engineer reported that the State should complete their project by <br />October. <br />Fahey asked if the railroad will be agreeable to granting an easement <br />for a pipe under their property. <br />The Engineer felt there would be no problem obtaining an easement from <br />the railroad, however, there will be other easements that will be <br />needed as well. <br />Anderson asked who would pay for the improvement. <br />The Engineer replied that assessments for the improvement could be <br />based on acreage of the benefited properties. <br />Fahey suggested that the Engineer review the matter in October. <br />Page -7- <br />
