MINUTES <br />City Council <br />August 26, 1987 <br />Frank Fahey felt the issue was whether or not the City should allow the <br />Frattalone stockpile. <br />Property <br />(Cont.) Frattalone reported that he plans to crush the blacktop and sell it. <br /> Frattalone reported that this is not a large part of his business, <br /> and if the City objects to it, he will not continue. Flowever, <br /> Frattalone requested that he be given a year to sell the recycled <br /> blacktop he currently has stockpiled and then be granted another <br /> year after that time to recycle blacktop on his property that he is <br /> currently filling. ~rattalone pointed out that recycling of blacktop <br /> goes hand-in-hand with a landfill operation. Frattalone also pointed <br /> out the benefits of recycling this material. <br /> Scalze pointed out that the City has been working with its economic <br /> development committee to upgrade the industrial park and asked <br /> Frattalone his long-range plans for his property. <br /> Frattalone reported that he needs his property where his business <br /> is located for outdoor storage. Frattalone also reported that he <br /> will be fencing the property shortly. <br />Frattalone reported that he has previously discussed plans for the <br />property he is filling with the Council, but has no firm plans for <br />that property at this time. <br />Blesener stated that he was agreeable to allowing Frattalone to <br />crush the blacktop he currently has stockpiled and grant Frattalone <br />a year to sell it. Blesener was also agreeable to allowing the <br />recycling of blacktop on the landfill site for a period of two years <br />to coincide ~dith frattalone's fill permit for that property. <br />It was the concensus of the Council to allow this recycling activity <br />as outlined by Mr. Blesener. <br />Scalze noted that there was additional blacktop stockpiled north of <br />the Frattalone property. <br />Frattalone reported that this is being used by Art Ryan to put on <br />top of his parking lot and build up the grade. <br />Wright The City Attorney reported that Mr. blright's attorney has contacted <br />Property him and informed him that they have put together an amendment to the <br />Purchase purchase agreement for the Wright's property. This amendment grants <br />Agreement the Wright's 120 days to live in the property after closing. The <br />anticipated closing date is September 15. Also, after closing the <br />Agenda City could begin construction on the road within the stacked <br />,",~dition construction area. However, the Attorney pointed out that he has <br />not received the purchase agreement as yet. <br />Page -29- <br />
