MINUTES <br />City Council <br />August 26, 1987 <br />Assessment Fahey outlined the procedure the Council would follow in conducting <br />Hearings the numerous assessment hearings before the Council this evening. <br />Procedure Fahey also outlined the procedures for payment of assessments which <br />include that prior to certification of an assessment to the County, <br />Agenda the homeowner can pay the entire assessment without interest at <br />Addition the City Center. Assessments will be certified to the County on <br />September 26, and as of that date assessments would be paid at the <br />Court House in downtown St. Paul. Assessments paid on September 26 <br />or after would include interest. <br />Fahey also reported that the City does have a policy of granting <br />assessment deferments to the disabled and to senior citizens who <br />meet low income guidelines established by the Federal government. <br />Assessment Fahey opened the assessment hearing on Improvement No. 86-2, <br />Hearing improvement of Morrison Avenue by curb and gutter and street. <br />Imp. No. <br />86-2 The City Engineer reported that the cost of the street and curb antl <br /> gutter improvements being considered tonight is $35.84 per front <br />Agenda foot to the property owner. The City is paying for storm sewer <br />Item No. 8 improvements as well as picking up 20 to 25% of the cost of the <br /> street improvement. Curb and gutter is being paid 100% by the <br /> property owner. <br /> The Engineer reported that most of the projects being considered <br /> tonight are completed, however, there are some that are unfinished. <br /> The Engineer also reported that Demont from Rice to 35E will be <br /> improved to meet State-Aid standards which include 9-ton capacity, <br /> however, the property owners along Demont will also be assessed <br /> $35.84 per front foot. <br /> Blesener pointed out that the City's allotment of State Aid money <br /> is being allocated to these improvement projects, which lessens the <br /> cost to everyone. <br /> Fahey asked if there was anyone from the general public present <br /> wishing to comment on Imp. No. 86-2. <br /> Loren Kehn, 333 Brooks Avenue, reported that he does not object <br /> to the cost of the improvement, however, does object to the City's <br /> procedure for assessing corner lots which Kehn stated is a deviation <br /> from past procedure. <br />The Engineer pointed out that the City has never assessed for a <br />street improvement before, and indicated that when assessing for <br />sanitary sewer and watermain in the past, corner lots were assessed <br />for their footage on their front side as well as 10 feet around <br />the corner if the lots were not dividable. On a corner lot which <br />is dividable, the City assessed for the footage on the front side, <br />and forgave the standard depth of a City lot on the other side and <br />Page -5- <br />
