No. then assessed the remainder of the frontage on the side. <br />86-2 (Cont.) <br />Mr. Kehn reported that the lots in the Roy Wilson Addition cannot <br />be divided as per an agreement that was reached with the City some <br />10 years ago or better. <br />The City Clerk agreed that this agreement was reached when sewer <br />and water was assessed in this area, however, there are no deed <br />restrictions on the properties. <br />Fahey felt that the Council had to make a policy decision with regard <br />to assessing corner lots for street improvement. Fahey felt that <br />this decision could not be made by the Engineer or City Auditor. <br />The Council discussed various options of assessing for the street <br />improvement for corner lots. Options were considered for corner <br />lots which could be divided versus corner lots which cannot be <br />divided. The Council also asked if a change in the assessment on <br />these corner lots frorn what has been proposed by the City Engineer, <br />will effect the cost of the improvement to the property owners. <br />The City Engineer replied that it would not as there is a cushion <br />built into his calculations. <br />Fahey felt that curb and gutter should be assessed at a rate of 100% <br />on both sides of a corner lot, feeling that the lot derived the full <br />benefit of the curb and gutter. <br />Fahey also pointed out that the ordinance has changed since sewer <br />and water were installed in the Roy Wilson Addition and felt that <br />under the new ordinance some of the corner lots in this area could <br />be divided. <br />Fahey felt that the assessment roll should be tabled for two weeks <br />for Imp. No. 86-2 until the City can research how other cities <br />are handling assessments for street improvements for corner lots <br />and the Council can set a policy. <br />Scalze also suggested that the past records be researched with regard <br />to the agreement outlined by Mr. Kehn wherein no corner lots in the <br />Roy Wilson Addition would be divided. <br />Mr. Kehn presented the City Clerk with a written statement objecting <br />to the assessment of his property for Imp. No. 86-2. <br />The City Clerk recommended that the City Council adopt the assessment <br />roll as presented, and after a policy has been set andif determined <br />that the assessment roll needs to be amended this can be done. <br />Fahey suggested that the City Clerk and Engineer work up some alternatives <br />for assessing corner lots as well as gather information on what other <br />cities are doing and present this information to the Council at its <br />next meeting. <br />Page -6- <br />
