MINUTES <br />City Council <br />August 26, 1987 <br />Imp. No. Gary Johnson, 307 Demont, appeared before the Council questioning <br />86-3 (Cont.) the quality of the work done on the improvement. Johnson noted <br />the variance in driveway openings and reported that he received <br />a curb cut that did not take into consideration the fact that he <br />may expand the width of his driveway in the future. Johnson also <br />pointed out height variances in the street as well as cracked <br />blacktop and dead sod. Johnson questioned the bidding procedure <br />for the improvement. <br />Fahey replied that sealed bids were taken and the bid was awarded <br />to the lowest bidder. Also, the projects were combined in an <br />effort to lower the cost of the improvement for the property owners. <br />Fahey asked if the improvement had been accepted. <br />The Engineer replied that it had not and reported that he is aware <br />of problems that still need to be corrected by the contractor. <br />Johnson asked the length of guarantee the City received on the work. <br />The Engineer replied that once the project is accepted, the City <br />receives a one-year guarantee which is standard. <br />Howard Steele, 279 Demont, reported that he was against the project <br />from the beginning and felt that the timing of the improvement <br />hearing was poor. Steele reported that his lot is a corner lot and <br />he does not want the other street adjacent to his property improved. <br />Steele reported that he never wanted the curb and gutter and reported <br />that he never received blacktopping of his driveway apron as other <br />property owners in the area did. Steele reported that there is <br />damage to boulevards that has not been repaired. <br />Fahey reported that the City Engineer will make sure that all problems <br />are correcte~ prior to the City's accepting the project. <br />Steele also questioned the City's recent use of tax increment <br />financing. <br />Fahey explained this and also the fact that this development tool <br />has been used by other cities for many years. <br />The City Clerk noted that the City's appraiser has identified four <br />lots in this improvement which need to be reviewed with regard to <br />the proposed assessments. <br />Fahey requested that these lots be included with the others that <br />the Council will review at its next neeting. <br />There was no one else present wishing to comment. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />Page -8- <br />
