MINUTES <br />City Council <br />October 7, 1987 <br />Williams alesener pointed out the concern of Metro Idaste Control as outlined <br />Pipeline in their~ letter• r•egar~ding the explosive limit of the dischar•ge into <br />Company the sewer system. <br />(Cont.) <br />LaFave r•epor~ted on how the gr~ound water• wi 11 be tr~eated wi th the <br />use of an air• str~ipper~ and a separ•ator•/detention tank. LaFave <br />r•epor~ted that this system is 99% effective in r•emoving hydr~ocar•bons <br />and only water~ that has been tr~eated in this manner~ will go down <br />the sewer• system. <br />Collova asked if this tr~eatment system will adver~sely effect the <br />neighbors in ter•ms of noise or~ fumes. <br />LaFave did not believe so, but indicated that it may be possible to <br />put car~bon fi lter~s over• the system i f ther~e i s a pr•oblem. <br />Dave Yeng, r•epr•esenting Williams Pipeline Company, r•epor~ted that if <br />ther~e is a pr•oblem to the neighbor•s, Williams Pipeline will install <br />the car•bon filter•s. <br />Blesener• felt that the per•mit gr•anted by the City should have an <br />expir~ation date coinciding with the Metr•o Waste Contr•ol Commission's <br />so that Council can r•eview the situation again in the futur•e. <br />Fahey also requested that any r•epor~ts Williams Pipeline is r•equir•ed <br />to prepar•e for the PCA or• Metr~o bJaste Contr•ol , shoul d al so be <br />submitted to the City r~egar~ding the r•esults and pr•ogr•ess made at <br />the clean-up site. <br />P4r~. Bl esener~ i ntr~oduced the fol l owi ng r~esol uti on and moved i ts adopti on: <br />RESOLUTION N0. 87-10-465 - APPROVING A PERMIT <br />AS REQUESTED BY WILLIAMS PIPELINE COMPANY TO <br />HOOK UP TO THE CITY'S SANITARY SEI~IER SYSTEM AND <br />DUMP RUN-OFF WATER I~ITO THE CITY'S SANITARY SEWER <br />WITH THE STIPULATION THAT THE LENGTN OF THE PERMIT <br />EXTENDS UNTIL DECEMBER 31, 1988, WHICH IS THE <br />LENGTH OF WILLIAM'S PERDIIT WITH TNE METRO WASTE <br />CONTROL COMP1ISSION, WITN WILLIAMS PIPELINE COMPANY <br />BEING REQUIRED TO REAPPLY TO THE COUNCIL FOR ANOTHER <br />PERMIT AT THAT TID1E AND WITH THE REQUIREMENT THAT <br />THE CITY RECEIVE ANY QUARTERLY OR OTHER REPORTS THAT <br />WILLIAMS PIPELINE MAY 6E REQUIRED TO SUBMIT ON THF <br />RESULTS OF THIS CLEAN-UP OPERATION <br />The for~egoing r~esolution was duly seconded by Mr•.
