MINUTES <br />City Council <br />Oct. 14, 1987 <br />Plans For~ The City Engineer~ pr•esented for• Council appr~oval plans for• the <br />35E 35E pr~oject, including the widening of the Little Canada Road br•idge. <br />Agenda Scalze pointed out that constr~uction is scheduled to begin on Mar•ch 1, <br />Item No. 7 1988 and a completion date of July, 1989 is anticipated. <br />Bill Stenger•, Jr~., owner• of Stenger~ Auto Body, asked if he would be <br />allowed to put up tempor~ar•y signs on the cor~ner• of Center~ville Road <br />and Little Canada Road dir~ecting customer•s to his business dur~ing <br />constr•uction. Stenger• felt that dur•ing the constr~uction it would be <br />a har~dship to his customer~s in tr~ying to locate the business. <br />Scalze pointed out that the br~idge is scheduled to r•emain open dur~ing <br />the constr~uction. <br />Fahey felt that once constr•uction begins, if a har•dship is evident, <br />he would consider allowing Stenger to put up directional signs. <br />However•, Fahey stated that he wanted to see if the situation was <br />confusing befor~e making a decision on the r•equest. <br />Sl umber~l and Bi 11 Stenger•, Jr•. r•epor•ted that the si tuati on at the Sl umber•1 and <br />constr~uction site has not impr•oved since he last appear~ed befor•e <br />Agenda the Council. Stenger~ asked if the par•king lot and r•oad for• Slumber•land <br />Addition would be paved pr~ior~ to the end of 1987. <br />The Ci ty Cl er•k r~epor•ted that the Publ i c Wor~ks Super•i ntendent has <br />contacted the developer• and infor•med him that if he does not keep <br />the str•eet clean, the City will hir~e a sweeper• and assess the cost <br />against his pr~oper•ty. <br />Stenger• pointed out that the City of Vadnais Heights r•equir•es develop- <br />ment agreements of all developments which r~egulates the things that <br />a developer• is allowed to do. Stenger• r~epor•ted that this is tr•ue of <br />a development that is going in next to his house. <br />The Ci ty Engi neer• r~epor•ted that thi s i s tr•ue of r•esi denti al devel opments <br />wher•e new str•eets and utilities ar~e being put in. Nowever~, in the <br />case of the Slumberland pr•oject, a building is being constr•ucted on <br />pr•ivate pr•oper~ty. <br />Stenger• pointed out that the constr•uction tr•affic is driving on <br />public str•eets and creating a nuisance. <br />The Engi neer• r•epl i ed that ther•e ar•e or•di nances that cover~ nui sance <br />situations. <br />Fahey suggested that the Public Wor~ks Super•intendent look at the <br />ar•ea and if the str~eets need to be cleaned, contact the developer <br />and if he will not cooper~ate, the City should have the str•eets <br />cleaned and char~ge the developer~. <br />Page -14- <br />
